The biomethanization plant in Cantaracillo, Salamanca, has been authorized.

The Ministry of Agriculture, Livestock, Rural Environment and Environmental Policy of the Regional Government of Castile and León has granted the environmental authorization to the biomethanation and composting plant that the company SPV Bio Salerno, S.L. plans in the municipality of Cantaracillo (Salamanca). The Order AGR/768/2026, of August 11, signed by the Minister Joaquín Antonio Pino, is published in the Official Gazette of Castile and León number 158, of August 17, 2026, with the official reference BOCYL-D-17082026-158-22.

The resolution concludes a file initiated on January 11, 2024, when SPV Bio Salerno, S.L. (Tax ID B44914331) requested the environmental authorization for the facility, located on plot 20105 of polygon 501, in the Los Esquilones area. The project was processed in accordance with the consolidated text of the Law on Integrated Pollution Prevention and Control and the Environmental Prevention Law of Castile and León, and passed the public information procedure (notice in BOCYL No. 136, of July 17, 2025) and the environmental impact statement, issued by Resolution of December 9, 2025 of the General Directorate of Infrastructures and Environmental Sustainability (file EIAO/2025/SA/001, published in BOCYL No. 241, of December 16, 2025).

A biomethane and compost plant

The facility, classified under IPPC heading 5.4.a of Royal Decree 815/2013, will recover non-hazardous organic waste through anaerobic digestion to produce biomethane and fertilizers. Its key figures are:

  • Maximum treatment capacity: 155,410 tonnes per year (425.78 t/day), above the 100 t/day threshold set by the regulations for anaerobic digestion.
  • Biomethane production: 9,718,948 Nm³ of BioCH₄ per year, with a physical pipeline to the gas transmission network.
  • Compost production: 24,197 tonnes per year of CMC 3 fertilizer, with a composting plant that will treat 88,871 t/year of solid fraction of digestate and 1,117 t/year of structuring material.
  • Process: thermophilic hydrolyzer, four mesophilic digesters, two post-digesters, solid-liquid separation and biogas upgrading module using amines.
  • Underground electrical connection to avoid impact on birdlife from collision or electrocution.

Location and surface area

The plant will be located on plot 20105 of polygon 501 in Cantaracillo (postal code 37719), with cadastral reference 37083A501201050000TL. The installation area will be 74,110.35 m², with 11,992 m² built on a plot of 481,491 m². The owner company, with registered office at Avenida Ronda de Nazaret, 9, Valencia, has the urban planning report from the Cantaracillo City Council of July 27, 2023, which certifies the compatibility of the activity with municipal regulations.

Conditions and deadlines

The authorization integrates the waste production and management conditions of Law 7/2022 on waste and contaminated soils, the soil and groundwater protection requirements, the atmospheric emissions authorization in accordance with Royal Decree 1042/2017, and the conclusions on best available techniques (BAT) of Implementing Decision (EU) 2018/1147. The design provides for zero discharge, with recirculation of process water and leachate management.

  • The holder shall have a period of 5 years from the publication of the order to commence the activity, after submitting a responsible declaration.
  • Against the order, which exhausts the administrative route, an appeal for reconsideration may be lodged within one month, or an administrative contentious appeal before the High Court of Justice of Castilla y León within two months.

The plant will convert organic waste from the province into renewable biomethane and fertilizers, in line with the objectives of circular economy and decarbonization, and reinforces the role of Cantaracillo as a waste treatment enclave in Salamanca.
