Power line to supply the San Millán biomethane plant authorized

The Territorial Service of Industry, Commerce, and Economy of León has granted i-DE Redes Eléctricas Inteligentes, S.A.U. (CIF A-95075578) the prior administrative and construction authorization to upgrade the “San Millán” overhead power line from the “Villamañán” distribution substation (20 kV) to provide supply to the new biomethane plant located on plot 99 of polygon 619 in San Millán de los Caballeros (León). The resolution, signed on August 14, 2026, is published in the Official Gazette of Castilla y León number 176, dated September 10, 2026, with reference BOCYL-D-10092026-176-4.
The decision is part of file 664/25/6337, processed in accordance with Decree 46/2022, of November 24, which regulates the authorization procedures for electrical installations in Castilla y León, and Law 24/2013, of December 26, of the Electricity Sector. Competence lies with the Head of the Territorial Service by delegation of the Territorial Delegate of the Junta in León, and the resolution is signed by Fernando Bandera González.
A project promoted by Biorig Energy
The project promoter is Biorig Energy San Millán-León, S.L.U., which submitted its application on October 10, 2025, anticipating the subsequent transfer of the facilities to the distributor i-DE Redes Eléctricas Inteligentes, which will assume ownership and operation once the transfer is formalized. During the processing, public information procedures were carried out and reports were gathered from the affected bodies:
- City Council of San Millán de los Caballeros, Duero Hydrographic Confederation, and Provincial Council of León, consulted in February 2026.
- Development Service of the Provincial Council of León, which issued a favorable report on April 7, with conditions due to the impact on road LE-7521 (N-630) at kilometer point 0+669.
- Ministry of Agriculture, Fisheries and Food, owner of plot 9068 of polygon 201 affected by the declaration of public utility.
Technical characteristics of the installation
The authorization includes the execution of the connection infrastructure with the i-DE Redes Eléctricas Inteligentes network, which includes a new remote-controlled sectioning center and two sections of high-voltage underground line:
- Sectioning center on plot 120 of polygon 207, with CNE-3L1A-F-SF6-24-TELE cells and a prefabricated outdoor maneuver building.
- Two underground line sections of 23 meters each, with conductor HERPZ1 12/20 kV 3x(1x240) mm² Al, from the sectioning center to support no. 35 of the “Villamañán” line.
- Underground ducting under Ø160 millimeter pipe and LB maneuver disconnectors at support no. 35.
Deadlines and conditions
The construction authorization sets a commissioning period of twelve months from the resolution, and conditions the start of works on obtaining permission from the Ministry for the Ecological Transition and the Demographic Challenge to occupy plot 9068 of polygon 201, whose cadastral ownership is under review. The public utility declaration process is withdrawn at the request of the developer, who must present the authorization from the competent body for the occupation of said plot.
Against the resolution, which does not exhaust administrative remedies, an administrative appeal (recurso de alzada) may be filed within one month before the Director General of Energy and Mines.
The authorization clears the way for the San Millán de los Caballeros biomethane plant, a renewable energy project of significance for the province of León, to connect to the electrical grid and operate normally, reinforcing the region’s role in renewable gas production and in the energy transition of Castilla y León.
