Power line for the new GEO headquarters authorized

The Provincial Delegation for Sustainable Development of Guadalajara has granted Siepse S.M.E., S.A. the prior administrative authorization and the administrative construction authorization for the medium-voltage underground line and the sectioning center that will provide the electrical supply to the new headquarters of the GEO of the National Police in Guadalajara. The resolution, signed on September 21, 2026, by the provincial delegate Rubén García Ortega, is published in the Official Gazette of Castilla-La Mancha (DOCM) number 187, dated September 29, 2026, under reference 2026/6908. The processed file is 2026DIST-CES005.

The authorization is granted under Law 24/2013, of December 26, on the Electricity Sector, and Decree 80/2007, of June 19, which regulates the authorization procedures for electrical energy installations processed by the Regional Government of Castilla-La Mancha. Article 5 of said regulation assigns the resolution of authorizations for installations that run entirely within their territorial scope to the provincial delegations, while the General Directorate for Energy Transition exercises the regional competencies in energy matters according to Decree 112/2023, of July 25.

The application was received on April 21, 2026, under registration number 1464614, and the technical project was signed by the industrial engineer Sergio Torné Darriba, member number 1,836 of the COIIAR, with visa VD01644-26A dated April 16, 2026. The procedure was not subject to public consultation because it concerns a new connection with a nominal voltage equal to or less than 30 kV limited to an underground line in urban land with a route of less than 150 meters and a sectioning center, a case exempted by Article 13 of Decree 80/2007.

A 20 kV connection on Juncal Avenue

The basic characteristics included in the resolution are as follows:

Holder: Siepse S.M.E., S.A. (NIF A-80303365), Society for Penitentiary and State Security Infrastructure and Equipment.
Location: Avda. Juncal n.º 1, 19005 Guadalajara, municipality of Guadalajara.
Line: underground 20 kV, 2×68 meters, conductor HEPRZ1 12/20 kV 3×(1×240) mm² Al.
Connection point: “Monjardín-20 kV” line of the ST Guadalajara, network of I-DE Redes Eléctricas Inteligentes, S.A.U.
Sectioning center: indoor, with CGMCOSMOS-3L1P cells (SF6 switching and isolation, 24 kV) and a metering cell.
Purpose: medium-voltage supply to a subscriber transformation center of 2×1,600 kVA, with a demanded power of 1,458 kW.
Total budget: 83,440.92 euros.

The Guadalajara City Council is listed as the affected administration. The municipal license for public works for supply company piping at Avda. Juncal no. 1 is recorded, municipal file 5398/2026, license 20260042, granted by decree number 3887, dated April 9, 2026, to the contractor Dragados, S.A., whose relationship with the holder was verified in the file.

Environmental condition regarding fluorinated gases

The project uses switchgear with cutting and full insulation in SF6, a fluorinated greenhouse gas. Article 13.9.a) of Regulation (EU) 2024/573, of February 7, 2024, prohibits the commissioning, as of January 1, 2026, of medium-voltage electrical switchgear up to 24 kV that uses these gases as an insulating or cutting medium.

Therefore, the resolution incorporates a particular condition: no commissioning certificate for said switchgear will be issued while the prohibition remains in force. Prior to this, the holder must prove the replacement with fluorinated gas-free equipment or the duly documented occurrence of any of the exceptions provided for in the European regulation.

Rectification, deadlines, and appeals

On August 5, 2026, the Delegation issued a request for rectification, with outgoing registration 865102 and notified on August 6, which requested clarification of the relationship between Dragados, S.A. and the holder, correction of budget inconsistencies and references in form 046, submission of responsible declarations, and justification regarding fluorinated gas regulations. The documentation was submitted on August 17, 2026, with incoming registration 3379218, and the Industry and Energy Service reported favorably for the granting.

Execution period: two years from the date of the resolution, extendable upon reasoned request.
Fees paid: 232.00 euros for each of the tariffs 3.2 and 3.3 (forms 046 no. 0466077666293 and no. 0466077666476).
Appeal: administrative appeal (recurso de alzada) before the Minister of Sustainable Development within one month, as the resolution does not exhaust the administrative route.

The authorization unlocks the electricity supply for the future headquarters of the GEO of the National Police in Guadalajara, a State security facility to be built on urban land and whose connection requires new piping on Juncal Avenue. The file also sets a relevant precedent for the sector: the Regional Government conditions the commissioning of SF6 switchgear on European regulations regarding fluorinated gases, meaning the company must replace the cells or justify an exception before energizing the installation.
