220 kV power line between Gurrea and Villanueva authorized

The Director General of Energy and Mines of Aragon, María Yolanda Vallés Cases, has granted, via resolution dated August 6, 2026, the administrative construction authorization for the modification of the installation “LAAT 220 kV Gurrea - Villanueva de Gállego”, promoted by Red Eléctrica de España, SAU. The decision is published in the Official Gazette of Aragon number 165, dated August 26, 2026, with reference BOA20260826020, within section V of announcements from the Department of Economy, Competitiveness, and Employment.
The action, processed under file IP-PC-0180/2025 of the Directorate General of Energy and Mines (and AT 2022/187 of Huesca and AT 2022/535 of Zaragoza), consists of changing the high-temperature conductor of the 220 kV transmission line connecting the Gurrea and Villanueva de Gállego substations. The project, signed by the industrial engineer Mr. Nicolás Cuenca Pradillo and endorsed by the Official College of Industrial Engineers of Madrid on August 19, 2025, is part of the Horizon 2026 energy planning and complements a previous authorization granted on January 10, 2024.
A key line for the integration of renewables
The infrastructure, 33.480 kilometers in length, runs through the municipal districts of Gurrea de Gállego (Huesca), Zuera, and Villanueva de Gállego (Zaragoza). According to the Electric Energy Transmission Network Development Plan 2021-2026, its purpose is the integration of renewables and the resolution of technical restrictions within the Aragonese electrical system.
The project has favorable reports from the Provincial Service of Zaragoza (June 15, 2026), INAGA (May 29, 2025), and the Directorate General of Energy Policy and Mines (May 12, 2026). The city councils of Gurrea de Gállego, Zuera, and Villanueva de Gállego did not respond to the request for reports; therefore, pursuant to articles 127 and 131 of Royal Decree 1955/2000, their conformity is understood.
Technical characteristics of the project
The action increases the transmission capacity of the line by extending the supports in their current locations:
- Nominal voltage: 220 kV, with two three-phase circuits.
- Conductor: high temperature “ACSS CONDOR AW”, with OPGW 17-48I and OPTI 15-2 ground cables.
- Transmission capacity: from 447 MVA/circuit to 660/620 MVA (winter/summer).
- Maximum operating temperature: from 85 °C to 200 °C.
- Supports: metal lattice, with extensions between 3 and 7 meters on 35 supports distributed across the three municipalities.
- Budget: 984,104 euros, financed by the transmission company.
Deadlines and conditions
The authorization is granted under special conditions, most notably a commissioning period of 24 months from the notification of the resolution, which may be extended in accordance with Law 39/2015. The holder must comply with the environmental conditions of INAGA (file 500201/20C/2025/00394), notify the provincial services of Zaragoza and Huesca of the start of the works, and subsequently request the operating authorization along with the construction management certificate.
The resolution, which does not exhaust administrative remedies, may be appealed via an administrative appeal (recurso de alzada) before the Minister of Economy, Competitiveness, and Employment within one month. The authorization is granted without prejudice to property rights and without prejudice to third parties.
With this infrastructure, Aragon strengthens its electrical transport network to facilitate renewable generation and alleviate technical restrictions in the area, a significant step for the energy transition and the industrial competitiveness of the Autonomous Community.
