Electrical installation Palomar de Viesgo authorized in Aguilar de Campoo

The Territorial Service of Industry, Commerce and Economy of Palencia has granted the prior administrative authorization and the administrative construction authorization for the electrical installation named «“Palomar” sectioning center and its 30 kV supply L.S.A.T. (30 kV line “Aguilar Central-Barruelo”) in Matalbaniega», in the municipality of Aguilar de Campoo (Palencia). The resolution, dated September 4, 2026, is published in the Official Gazette of Castilla y León no. 187, of September 25, 2026, pages 105 to 107, with the official reference BOCYL-D-25092026-187-13. The ownership of the installation corresponds to Viesgo Distribución Eléctrica, S.L., and the processed file is 34/ATLI/6691.

The competence to resolve lies with the Head of the Territorial Service of Industry, Commerce and Economy of Palencia, in accordance with article 2.3 of Decree 46/2022, of November 24, which regulates the administrative authorization procedures for electrical installations in Castilla y León, and the Resolution of March 9, 2023, of the Territorial Delegation of the Junta de Castilla y León in Palencia (B.O.C. y L. no. 53, of March 17, 2023). The file has been processed under the framework of Law 24/2013 of the Electricity Sector, Royal Decree 1955/2000, and the high-voltage technical regulations (Royal Decree 223/2008 and Royal Decree 337/2014).

A process initiated in December 2024

The application was submitted on December 18, 2024, at the Registry of the Territorial Delegation of the Junta de Castilla y León in Palencia by Viesgo Distribución Eléctrica, S.L., with a notification address at Isabel Torres street, no. 25, 39011 Santander, and CIF B-62733159.

The file was subjected to public information according to article 9 of Decree 46/2022, with an announcement inserted in the Official Gazette of Castilla y León no. 144, of July 28, 2026, and exhibition for 20 business days on the transparency portal of the General Directorate of Energy and Mines. As a potentially affected administration, a separate copy of the project was sent to the City Council of Aguilar de Campoo on July 17, 2026.

As of the date of the resolution’s signature, no report, condition, or allegation related to this file is recorded in the registry of the territorial service.

Technical characteristics of the installation

The project, signed by the technician Alberto Abad Santiago and endorsed by the Official College of Industrial Technical Engineers of Cantabria with endorsement number 130066 dated December 13, 2024, comprises:

• New «Palomar» sectioning center on the existing 30 kV overhead line «Aguilar Central-Barruelo», at support no. 22 (AV99014).
• Equipment: 2 line cubicles, 2 protection cubicles, 1 auxiliary services cubicle, remote control system, and SF6 insulation.
• Two 30 kV lines, 420 meters in length each, with HEPRZ1 Al 18/30 kV 1x240 mm² + H16 conductor.
• Underground ducting in 160 mm diameter pipes and 11 inspection manholes, with double overhead-underground conversion at support no. 22.

The purpose of the infrastructure is to enable the evacuation of electrical energy from the photovoltaic plants FV-1771 El Palomar and FV-1783 Matalbaniega.

Conditions, deadlines, and appeal process

The resolution mandates that the works be executed in accordance with the submitted project and applicable regulations, with any variations that may be requested and authorized, and that the holder complies with the conditions established by other bodies or companies of general interest. Furthermore, it specifies that the authorization does not imply a declaration of public utility for the plots of affected parties with whom the promoter does not have prior agreements.

Against the resolution, which does not end the administrative process, an administrative appeal (recurso de alzada) may be filed within one month from the day following its notification before the Director General of Energy and Mines, in accordance with articles 112, 121, and 122 of Law 39/2015. The document was signed in Palencia on September 4, 2026, by the Technical Secretary, Manuel Torres Granados, by resolution of the Territorial Delegate on August 27, 2026.

The authorization clears the way for an electrical distribution infrastructure linked to two photovoltaic plants in the north of the province of Palencia. For the residents and landowners of Matalbaniega and its surroundings, the text makes it clear that the resolution does not by itself declare the public utility of the affected plots, meaning that any occupation not agreed upon with the promoter would require a specific procedure; additionally, those who consider themselves affected have one month to appeal before the Directorate General of Energy and Mines.
