Cerro de La Oliva photovoltaic plant authorized, hybridized with the wind farm

The General Directorate of Energy Transition, under the Ministry of Sustainable Development of the Regional Government of Castilla-La Mancha, has granted Parque Eólico Cerro de La Oliva, S.L. the prior administrative authorization and the administrative construction authorization for the solar photovoltaic installation FV Hibridación Cerro de La Oliva, as well as its auxiliary and evacuation infrastructures. The resolution, dated September 14, 2026, is published in the Official Gazette of Castilla-La Mancha (DOCM) no. 182, of September 22, 2026, with the official reference [2026/6683] and file number 2703/01705.

The authorization concludes a process initiated on February 5, 2023, when the developer requested both authorizations for the referenced installations. The file was initiated in the Provincial Delegation of Sustainable Development of Toledo and resolved in accordance with Decree 112/2023, of July 25, regarding the organic structure and competencies of the Ministry of Sustainable Development, and Decree 80/2007, of June 19, which regulates the authorization procedures for electrical energy installations of the Regional Government. The applied legal framework includes Law 24/2013, of December 26, on the Electricity Sector, Law 2/2020, of February 7, on Environmental Assessment of Castilla-La Mancha, and Royal Decree 1183/2020.

A plant that hybridizes with the existing wind farm

The promoting company, with NIF B84134550, is the owner of the Cerro de La Oliva Wind Farm, with an installed capacity of 10,000 kW, located in the municipality of Nambroca (Toledo) and with reference 2701/00224. The new photovoltaic plant hybridizes with that wind farm already in service, and its production is fed into the distribution network.

The projected installation reaches 10.52 MWp of peak power —12.092 MWp according to Royal Decree 997/2025— and 9.24 MWn of installed capacity. The access and connection permit corresponds to i-DE Redes Eléctricas Inteligentes, updated on September 19, 2022, with reference 9041422073.

Technical characteristics and location

• 15,240 photovoltaic modules of 690 Wp, bifacial technology, on an east-west single-axis tracking structure.
• 3 inverters with a maximum power of 3,080 kW each (at 40 ºC).
• 3 Power Stations, consisting of transformation centers of 3,080 kVA 20/08 kV.
• Medium voltage underground line of 20 kV of 73 + 73 + 1,875 meters, of which 1,658 meters run outside the fencing.
• Expansion of the SET Cerro de La Oliva 45/20 kV, with the installation of a new 20 kV cell.
• Plant: polygon 31, plots 47, 48, 49, 50, 51, and 52 of the municipality of Nambroca.
• Evacuation line: polygons 25, 28, 29, 30, and 31 of the same municipality.

Public information, environmental assessment, and livestock routes

The project has an environmental impact report dated June 13, 2024, from the Provincial Delegation of Sustainable Development of Toledo (PRO-TO-23-3249, reference [2024/5072]), which required the file to be submitted to an ordinary environmental impact assessment. The environmental impact statement was formulated by resolution on April 16, 2025, published in DOCM no. 83, of May 2, 2025, and considers the project environmentally viable provided it is executed in accordance with the study presented and its prescriptions.

The application was submitted for public information through announcements published in the DOCM of September 19, 2023 (reference [2023/7161]) and in the DOCM of February 26, 2025 (reference [2025/1080]), the latter also on the Electronic Notice Board of the JCCM between March 3 and April 14, 2025. No allegations were filed in either of the two processes.

Among the consulted bodies are the Nambroca City Council, the Natural Environment Service, the Tagus Hydrographic Confederation, the General Directorate of Energy Policy and Mines, and i-DE Intelligent Electrical Networks. On August 13, 2026, the promoter provided the resolution of the General Directorate of Natural Environment and Biodiversity dated August 10, 2026, which approves the occupation of the livestock routes Cordel de la Plata, Cordel de Sevilla, and Colada de Ganados. The Provincial Delegation issued a favorable report on August 19, 2026, as did the Energy Installations and Technologies Service.

Conditions and appeal process

The resolution grants the authorizations without prejudice to other necessary concessions, mandates compliance with the environmental impact statement and the reports from the Environmental Quality and Natural Environment services, and makes its validity subject to the remaining procedures required for the effective connection of the installation. The execution period is determined by the maximum date to obtain the final operating authorization, in accordance with the validity of the access and connection permit.

Any modification of the basic technical characteristics or that alters the impact on third parties will require a new assessment by the Provincial Delegation. The resolution does not exhaust the administrative route: an appeal for reversal (recurso de alzada) may be filed before the head of the Department of Sustainable Development within a maximum period of one month from the day following its notification. The document was signed in Toledo on September 14, 2026, by the Director General of Energy Transition, Alipio García Rodríguez.

The authorization unlocks the construction of a facility that adds 9.24 MWn of installed capacity to the existing wind farm in Nambroca, without occupying new generation sites and leveraging the already authorized evacuation infrastructure and substation. For the regional energy sector, it represents a new step in the hybridization of renewable technologies, while for the affected municipalities, it consolidates a project that has passed the ordinary environmental assessment and the processing of livestock track occupation.
