Expansion of an electrical center in Utrera authorized

The Territorial Delegation of Economy, Finance, European Funds and of Industry, Energy and Mines in Seville has resolved to grant the prior administrative and construction authorization for the power increase of the outdoor transformation center CTI 16.098 “V.AMOR”, located in the Camino de Morón urbanization, street F, number 2, in the municipality of Utrera (Seville). The resolution, signed on June 12, 2025, is published in the Official Gazette of the Province of Seville, number 167, of August 28, 2026, with reference BOP-SE-2026-167022.

The installation belongs to the medium voltage line “EL_CORONIL” of the “UTRERA” substation and aims to improve the safety and supply conditions of the distribution network in the area. The application was submitted on November 14, 2024, by the company EDISTRIBUCIÓN REDES DIGITALES S.L.U., with registered office at avenida de la Borbolla number 5, and is recorded in file number 297567.

Scope of the action

The project contemplates the replacement of the current outdoor transformation center, of 75 kVA, with another of 160 kVA, which means more than doubling the installed power. Additionally, bird protection will be installed and the line protection will be adapted based on the installed power and voltage, as well as the replacement of the low voltage bridges.

The main technical characteristics of the authorized installation are:

Type: outdoor transformation center.
Power: 160 kVA.
Transformation ratio: 15 kV B1B2.
Budget: 9,651.38 euros.
Affected municipalities: Utrera (Seville).

Regulatory framework

The resolution is issued in the exercise of the powers delegated by the General Secretariat of Energy to the provincial territorial management bodies, in accordance with the Resolution of March 11, 2022, of the General Directorate of Energy (BOJA number 52, of March 17, 2022). The procedure is processed in accordance with Title VII of Royal Decree 1955/2000, of December 1, developing Law 24/2013, of December 26, of the Electricity Sector, and the exception cases of Decree 9/2011 and Decree-law 26/2021 on administrative simplification of Andalusia have been taken into account.

Execution conditions

The authorization enables the holding company to construct the projected installation, with a planned execution period of two years starting from the day following the notification of the resolution. Among the imposed conditions, the following stand out:

Provide written notification of the commencement and completion of the works to the Territorial Delegation.
It may not enter service without the corresponding operating authorization, issued following the completion of the procedures set forth in Article 132 of Royal Decree 1955/2000.
This remains subject to other licenses or authorizations from other bodies and the necessary right-of-way permits.
The Administration may nullify the resolution in the event of non-compliance with the imposed conditions.

An administrative appeal (recurso de alzada) may be filed against this resolution, which does not exhaust administrative remedies, before the Minister of Industry, Energy and Mines of the Regional Government of Andalusia within one month of its notification.

The power expansion of this transformation center will result in an improvement in the quality and reliability of the electricity supply for users in the Utrera area, by reinforcing the capacity of the distribution network in a growing area. Publication in the official bulletin ensures the transparency of the procedure and the possibility for interested parties to become aware of and appeal the administrative decision.
