Adequacy of the power line at Camping Las Planas in Baldellou authorized

The Provincial Service of Economy, Competitiveness, and Employment of Huesca, under the Government of Aragon, has granted the prior administrative and construction authorization to Hidroeléctrica de Cataluña, S.L. to renovate the medium-voltage line of the Camping Las Planas branch, in the municipality of Baldellou. The decision is detailed in the resolution published in the Official Gazette of the Province of Huesca number 203, corresponding to Thursday, October 22, 2026, with the official reference BOPH-2026-203027 and under file HU-SP-ENE-AT-2023-116. The administrative act was signed in Huesca on October 19, 2026, by the provincial director, Marta P. Rodríguez Vicente.

The regulatory framework of the action

The intervention does not consist of a new line, but rather the adaptation of an existing installation to Royal Decree 1432/2008, which establishes measures for the protection of avifauna against collision and electrocution in high-voltage power lines, and to Order AGM/920/2022. This is an installation financed by a distribution company whose declared purpose is precisely to adapt the reference line to said regulation.

The file was processed in accordance with Title VII of Royal Decree 1955/2000, which regulates the authorization procedures for electrical energy installations. The resolution also invokes Law 24/2013 of the Electricity Sector, Royal Decree 223/2008 on high-voltage lines, Royal Decree 337/2014 on high-voltage electrical installations, and Law 39/2015 of the Common Administrative Procedure. The regional competence derives from article 75.4 of the Statute of Autonomy of Aragon and from Decree 199/2024, of November 29, on the departmental organic structure.

Technical characteristics: 4,220 meters and 31 supports

The project was drafted by Jordi Masramon Puigdomenech, chartered industrial technical engineer number 26643, with visa number 2023/02123 of April 12, 2023, by the Official College of Industrial Technical Engineers of Lleida. The basic characteristics included in the resolution are as follows:

• Renovation of the 25 kV medium-voltage overhead line called STA. ANA, Camping Las Planas branch.
• Origin at existing support APO156434729 and end at existing support APO156469215.
• Total length of 4,220 meters, with LA-56 type conductor.
• Action on 31 existing supports.
• Replacement of current moorings with 1-meter polymeric mooring chains and clamp covers.
• Installation of a central bridge suspended under the crossarm and cladding of the tension elements, such as bridges and clamps, according to the particular definition of each support in the project.

Environmental conditions and execution period

Authorization is subject to compliance with the conditions established in the reports issued by the affected bodies. The resolution expressly indicates file INAGA/500201/01B/2024/07747, processed before the Aragonese Institute of Environmental Management, as the mandatory reference for the execution of the works.

The implementation period is 24 months starting from the day following the notification of the resolution to the holder. The authorization is granted without prejudice to, and independently of, the licenses and permits within the jurisdiction of municipal, provincial, and other administrations that may be necessary, and is granted subject to property rights and without prejudice to third parties.

Administrative route open

The resolution does not end the administrative route. An appeal for reversal (recurso de alzada) may be filed against it before the Minister of Economy, Competitiveness, and Employment within one month, in accordance with articles 121 and following of Law 39/2015, without prejudice to any other appeal that the interested party deems appropriate.

The publication of this act closes the processing of a file initiated in 2023 and opens the material execution phase of a renovation affecting more than four kilometers of line in the surroundings of Baldellou, in the region of La Litera. For the residents and owners of land crossed by the route, the announcement sets the schedule for works that must be completed in two years and which incorporate birdlife protection measures at the 31 affected supports, a relevant aspect in an area used by birds of prey.
