Autorizada en Mocejón la red de gas para inyectar biometano

The General Directorate of Energy Transition of the Ministry of Sustainable Development of Castilla-La Mancha has granted Nedgia Castilla-La Mancha, S.A. the prior administrative authorization and the approval of the execution project for the gas network and its adaptation for biomethane injection in the municipality of Mocejón (Toledo). The resolution, dated September 22, 2026, is published in the Official Gazette of Castilla-La Mancha no. 188, of September 30, 2026, under official reference 3305/00772.

The file, processed at the Provincial Delegation of Sustainable Development of Toledo, was initiated at the request of the distributor on February 26, 2025, and includes favorable reports from the Energy Installations and Technologies Service and the Provincial Delegation itself, the latter issued on August 17, 2026. The authorization is based on Decree 112/2023, Law 34/1998 on the Hydrocarbons Sector, and Royal Decree 1434/2002, which regulates the transport, distribution, marketing, and supply activities of natural gas.

Injection via virtual pipeline

The project allows for the injection of biomethane into the existing network RAA-F26XA, made of DN 4” steel and MOP 16 bar, through an injection module located on the plot with cadastral reference 1010715VK2211S0001QP. The gas comes from the operator Heygaz Spain, S.L. (N.I.F. B42807578), which will transport it by road to an unloading terminal and inject it via virtual pipeline.

The promoting company and the producer signed a contract on June 14, 2024, to execute the connection infrastructures, as this was a request prior to the entry into force of the National Commission on Markets and Competition procedure of April 19, 2024.

Technical characteristics and budget

  • Natural gas network in 4” steel and MOP 16 bar.
  • Section V0 to V1 (injection position, network, and valve): 7 meters.
  • Section V6 to V7 (connection to the existing network): 17 meters.
  • Planned flow rate: 1,500 m³(n)/h.
  • Auxiliary installations: 2 DN 4” sectioning valves.
  • Budget: 365,872.80 euros.
  • Execution period: 2 years, extendable upon reasoned request.

The remainder of the piping will be considered a direct line, will be owned by Heygaz Spain, S.L., and is excluded from the authorization. The projects and addenda were signed by the industrial technical engineer Alejandra Risco Barba.

Environmental report and consulted bodies

The project does not require an ordinary environmental impact assessment, according to the resolution of June 18, 2026 (S478/2025/TO/00104) of the Provincial Delegation of Toledo, published in DOCM no. 124 of July 2, 2026. The public information period, announced on May 6, 2025, recorded no objections.

Among the administrations consulted are:

  • Mocejón City Council, which gave conditional approval.
  • Provincial Delegation of Public Works of Toledo, with no opposition to the urban planning process.
  • Tagus Hydrographic Confederation, with a conditional favorable report.
  • Natural Environment Service, regarding the occupation of the livestock route “Cordel de Mocejón y Descansadero II” (file s244-45-13682025).
  • Culture Service, with a favorable report.
  • Active Irrigators Association of Sagra-Torrijos, which authorized the works.

A binding report was also obtained from the Technical Gas System Operator (Enagas), received on May 22, 2026. This resolution does not exhaust the administrative route: an appeal for reversal (recurso de alzada) may be filed before the Ministry of Sustainable Development within one month. The document is signed by the Director General of Energy Transition, Alipio García Rodríguez.

The authorization consolidates a renewable gas entry point into the distribution network of the Sagra region and reinforces the role of the local gas industry in the deployment of biomethane, although the resolution does not presuppose the rights of access to the gas system, which must be processed separately.
