Mingorrubio 22-megawatt solar plant authorized in Lezuza
Por FactBox Admin

The General Directorate of Energy Transition of the Regional Ministry of Sustainable Development of Castilla-La Mancha has granted Green Power Wind Spain I, S.L.U. the prior administrative authorization and the administrative construction authorization for the solar photovoltaic installation named Mingorrubio, including its auxiliary and evacuation infrastructures. The decision was formalized via Resolution of 10/15/2026 and published in the Official Gazette of Castilla-La Mancha (DOCM) No. 204, of October 23, 2026, with official reference 2026/7593 and file number 2703/01708.
The project does not consist of an isolated plant, but rather the hybridization of an already operational wind farm. Green Power Wind Spain I, S.L.U. —formerly Viesgo Renovables, S.L., with NIF B28045367— is the owner of the Mingorrubio Wind Farm, with an installed capacity of 26 MW, located in the municipality of Lezuza (Albacete) and with a commissioning certificate dated 03/27/2009. The new photovoltaic installation will share the existing evacuation point, reducing the need for new electrical transmission infrastructures.
Technical characteristics of the installation
The plant will consist of 43,232 bifacial photovoltaic modules of 555 Wp, mounted on a bifacial tracker structure with north-south orientation, reaching a peak power of 23.99 MWp on the front side. For the conversion of direct current to alternating current, 98 string inverters of 225 kW each will be installed, with a total inverter capacity of 22.05 MWn.
- Four transformation centers with a transformer of 6,750 kVA each and a ratio of 0.8/20 kV.
- Distribution of inverters: 21 in CT-01, 30 in CT-02, 30 in CT-03, and 17 in CT-04.
- 20 kV high-voltage lines with XLPE conductors of 3x240, 3x630, and 3x185 mm², with lengths of 2,387, 951, 953, and 2,796 meters.
- Three perimeter metal fences with a total length of 6,657 meters.
- Renovation of the existing Mingorrubio 20/132 kV Substation, with a second busbar, new cells, main and redundant meters, and control and measurement cabinets.
The plant will occupy various plots of polygons 28, 29, 86, and 88 in the municipality of Lezuza. The access and connection permit was issued by i-DE, Redes Eléctricas Inteligentes, S.A.U. on 11/15/2023, with reference 9042051390. The technical documentation, prepared by Eosol under the responsibility of Rubén Pascual Hernández, is dated 11/29/2023 and endorsed on 12/01/2023 with number 231976.
Environmental processing and allegations
The project has a favorable environmental impact statement via Resolution of 02/23/2026 from the Provincial Delegation of Sustainable Development of Albacete, which concludes the environmental viability of the project provided it is executed in accordance with the environmental impact study and the prescriptions of the resolution. The environmental file is S478/2025/AB/00029.
The study and the project were submitted for public consultation via an announcement on 07/17/2024, published in DOCM no. 151, of 08/06/2024, between August 7 and September 6, 2024. During the processing:
- The Sub-delegation of Defense in Albacete reported, after the deadline, that the project does not affect aeronautical easements or infrastructures of the Air and Space Army.
- The Júcar Hydrographic Confederation issued a favorable report with reference 2024C-AM-00346.
- Red Eléctrica de España communicated on 08/29/2024 that it presented no opposition.
- The City Council of Lezuza did not respond to the request for conformity, their conformity being understood by silence.
The Provincial Delegation of Sustainable Development in Albacete issued a favorable report on 09/30/2026, and the Energy Installations and Technologies Service did the same. The resolution is based on Decree 80/2007, Decree 112/2023, Law 24/2013 of the Electricity Sector, and Law 2/2020 on Environmental Assessment of Castilla-La Mancha.
Conditions and appeal process
The authorization requires compliance with the conditions imposed by the consulted bodies and the environmental impact statement, and warns that any modification of the basic technical characteristics will require a new assessment by the Provincial Delegation. The execution period is subject to the maximum date for obtaining the final operating authorization, in accordance with the validity of the access and connection permit.
Failure to comply with the conditions or a substantial variation of the assumptions that motivated the granting may lead to revocation. Against the resolution, which does not exhaust the administrative route, an administrative appeal (recurso de alzada) may be filed before the head of the Department of Sustainable Development within a maximum period of one month from the day following its notification. The text is signed in Toledo on October 15, 2026, by the Director General of Energy Transition, Alipio García Rodríguez.
The authorization consolidates wind-photovoltaic hybridization in southeastern Albacete, a model that leverages existing connections to expand renewable generation without duplicating evacuation infrastructures. For the affected territory, it entails the occupation of plots in four polygons of Lezuza and the installation of more than 6.6 kilometers of fencing, with the environmental and surveillance measures established in the environmental impact statement.
