Chenla 3.2-megawatt solar plant authorized in Ciguñuela
Por FactBox Admin

The Territorial Service of Industry, Commerce, and Economy of Valladolid, under the Ministry of Environment and Energy of the Regional Government of Castilla y León, has granted Chenla Investments, S.L. the prior administrative authorization for the photovoltaic installation «FV Chenla Solar», with 3,200 kW of installed power, and its evacuation infrastructure. The resolution is dated September 11, 2026, and is published in the Official Gazette of Castilla y León (BOCYL) no. 210, of October 29, 2026, under file number FV-2726 ATCE-220 (reference BOCYL-D-29102026-210-20).
The authorization is processed in accordance with Decree 46/2022, of November 24, which regulates the authorization procedures for electrical installations in Castilla y León, and Law 24/2013, of December 26, of the Electricity Sector. The promoter registered the application on May 10, 2024, also including the environmental impact assessment, the administrative construction authorization, and the recognition of public utility.
The file begins with a favorable feasibility report issued on July 5, 2024, by the Environmental Protection Section of the Territorial Environment Service, which endorsed the project under article 13 of Decree-Law 2/2022, of June 23. The simplified environmental assessment concluded with the Resolution of August 4, 2026, from the Territorial Delegation of Valladolid (file EIA/VA/2026/032), published in BOCYL no. 154/2026 on August 11, which determines that the project “will not have significant effects on the environment.”
A 3.2 megawatt installation on a single plot
The technical characteristics detailed in the resolution are as follows:
- Technology: solar photovoltaic, with 3,200 kW of installed power (40 ºC) and 3,200 kW of access capacity granted by i-DE Redes Eléctricas Inteligentes, S.A.U.
- Voltage at the connection point: 13.2 kV, with a 4,000 kVA transformation center and a ratio of 0.8/13.2 kV.
- Plant location: Ciguñuela, plot 147 of polygon 3 (cadastral reference 47052A003001470000ML).
- Municipalities affected by the evacuation: Ciguñuela, Zaratán, and Valladolid.
- Delivery point: 13.2 kV line 35-SUR of the ST Valladolid, between CT El Palero-2 and CS Museo Ciencia, with a new sectioning center.
The layout of the underground evacuation line is divided into six sections, five of which are shared with other plants currently being processed by the same territorial service: FV-2666, FV-2667, FV-2721, FV-2665, the file package FV-2688 (with more than twenty installations), and FV-2622, corresponding to «Orchis Solar».
Two technical objections and several conditions
The territorial service consulted approximately fifteen administrations, companies, and entities. Some responses were conditional:
- i-DE Redes Eléctricas Inteligentes, S.A.U. did not initially give its consent because the crossings and parallelisms with its networks were not identified; the promoter committed to correcting this in the construction authorization.
- The Ministry of Transport and Sustainable Mobility reported that the documentation did not meet the technical requirements for the evacuation installation; the definitive layout of the crossing with the A-62 was agreed upon and is being processed in FV-2622.
- The Territorial Culture Service imposed intensive archaeological control in the surroundings of the “Colada del Camino Real de Valladolid a Castrodeza” and the marking of an ethnographic structure.
- The Provincial Council of Valladolid conditioned the impacts on the VP-5805, which the promoter claims will be avoided entirely; the Territorial Mobility Service established two crossings under the VA-514 at kilometer points 1+900 and 6+100.
- AESA, Exolum, and Red Eléctrica de España, S.A.U. accepted the action with conditions or without opposition.
The Ciguñuela City Council, the Valladolid City Council, the Duero Hydrographic Confederation, Enagás, and the Ministry of Defense did not issue a report, therefore the processing continued without their responses.
No objections in public information
The public information announcement was published on June 26, 2026, and the project was available for 20 business days. According to the resolution, no objections were formulated during that period.
The authorization is granted without prejudice to third parties and municipal, provincial, or other agency licenses, and requires the inclusion of the breakdown of the conditions imposed by the affected agencies in the construction project. Against the resolution, which does not exhaust the administrative route, an appeal for reversal may be filed before the Director General of Energy and Mines within one month from the day following its publication. The document is signed by Isabel del Blanco Álvarez, technical secretary of the territorial service by delegation.
The decision clears the administrative path for an installation that will occupy rural land in a single plot in Ciguñuela and whose evacuation line is shared with more than twenty photovoltaic files in the area—a common layout model that concentrates the impact within the boundaries of Zaratán and Valladolid, which residents and environmental organizations can follow in subsequent construction authorizations.
