28 MW battery authorized to hybridize the Utrera solar park

The General Directorate of Energy Policy and Mines, under the Ministry for the Ecological Transition and the Demographic Challenge, has granted Bianor Solar, SLU the prior administrative authorization and the administrative construction authorization for the “Bianor” battery storage module, with an installed capacity of 28.37 MW, and its evacuation infrastructure. The project, located in the municipality of Utrera (Seville), is intended for hybridization with the existing “Bianor” solar photovoltaic park, which has a capacity of 33 MW.
The decision is detailed in the Resolution of July 31, 2026, signed by Director General Manuel García Hernández, and published in the Official State Gazette (Boletín Oficial del Estado) number 208, dated August 25, 2026, in section III (Other provisions), page 116760, with official reference BOE-A-2026-18143.
A storage project to reinforce the grid
The promoter requested authorization on September 29, 2025, which was corrected on December 1, 2025, and applied for the simplified environmental assessment exemption provided for in Royal Decree 997/2025, of November 5, which approves urgent measures for the reinforcement of the electrical system. The “Bianor” photovoltaic plant, registered in the Administrative Registry of Electric Energy Production Facilities under number RE-114446, holds a permit for access and connection to the transmission grid at the Don Rodrigo 400 kV substation, owned by Red Eléctrica de España, SAU.
The file, processed under number PFot-ALM-165 AC, was initiated in the Industry and Energy Area of the Government Sub-delegation in Seville and was submitted for public consultation on April 23, 2026, in the BOE and on April 24 in the Official Gazette of the Province of Seville, with no objections received.
Technical characteristics of the module
The storage system, based on lithium-ion technology, presents the following main data:
- Installed storage capacity: 28.37 MW.
- Energy storage capacity: 100.3 MWh.
- Battery system duration: 4 hours.
- Inverters: 120, with a maximum power of 236.4 kW.
- Maximum active power of the MV/LV transformer: 29.70 MW.
- Generation and consumption access capacity: 29.72 MW each.
The energy will be evacuated via a medium-voltage underground line at 30 kV to a new sectioning center and, from there, to the existing Marchamorón 30/220 kV electrical substation, utilizing the existing infrastructures of the photovoltaic installation up to the transmission grid.
Deadlines and conditions
The construction authorization is granted with special conditions, including the deadline for obtaining the operating authorization in accordance with Royal Decree-Law 23/2020, of June 23, and the possibility of requesting an extension of the deadline under the terms of Royal Decree-Law 7/2026, of March 20, provided that the maximum date for definitive operation does not exceed December 31, 2030. An administrative appeal (recurso de alzada) may be filed against the resolution before the holder of the Secretary of State for Energy within one month.
The initiative reinforces the storage capacity of the Andalusian electrical system, a key element for integrating renewable generation and guaranteeing grid stability. By hybridizing batteries with a photovoltaic plant already in operation, the project optimizes the use of existing infrastructure and advances the energy transition without the need for new land occupation.
