Expropriation of land authorized for an electrical line in Boiro

The Territorial Department of A Coruña has authorized the electrical distribution installation promoted by UFD Distribución Electricidad S.A. in the municipality of Boiro, with the corresponding declaration of public utility which implies the urgent occupation of the affected lands. The resolution, signed on August 20, 2026, by the territorial director Isidoro Martínez Arca, was published in the Official Gazette of the Province of A Coruña on August 25, 2026 (reference 2026/5538).

The file, processed under number IN407A 2024/277-1, aims to replace supports 29-3 to 29-7 of the overhead medium voltage line LMTA BOI802, in Boiro de Arriba, due to their poor condition and non-regulatory distances to the ground. The application was submitted on September 4, 2024, and the execution project was signed on June 21, 2024, by the industrial technical engineer Ángel Pérez Vidal, collegiate member no. 4.781 of Vigo.

Processing and public information

The project was subjected to the public information process by agreement on April 8, 2026, without any allegations, claims, or suggestions being presented during the exhibition period. The publication was carried out in the following media:

• Transparency and Open Government Portal of the Ministry of Economy and Industry.
• Official Gazette of Galicia (DOG), on April 30, 2026.
• Official Gazette of the Province of A Coruña, on April 14, 2026.
• La Voz de Galicia newspaper, on April 21, 2026.
• Municipal notice board, according to the municipal certificate of July 17, 2026.

Pursuant to article 127 of Royal Decree 1955/2000, a mandatory report was requested from the Boiro City Council, the Ministry of Environment and Climate Change, Augas de Galicia, and the Institute of Territorial Studies, with a favorable technical report issued on August 18, 2026.

Technical characteristics of the installation

The action consists of the replacement of supports 29-3, 29-4, 29-5, 29-6, and 29-7 with new lattice supports with a change of route, in two actions:

• Action no. 1: overhead medium voltage line at 20 kV, 437 m in length, with conductor type LA-110 mm² and LA-56 mm², between the new supports 29-2 and 29-7.
• Action no. 2: overhead medium voltage line at 20 kV, 109 m in length, with conductor type LA-56 mm² Al, between the support projected in replacement of 9O2C92TE//29-4 and the existing support 9O17C1X9//29-4-2.

The declaration of public utility implies the need for the occupation of assets and the acquisition of the affected rights, with urgent occupation for the purposes of article 52 of the Forced Expropriation Law. Among the affected properties is the owner María del Carmen López Piñeiro, with plots in Calcadoiro and Vimieiro, as well as numerous rural plots of unknown ownership in Leira do Muiño, Salgueiral, and Vimieiro.

Deadline and conditions

The installation must be carried out within a period of two years, counted from the day following the publication of the resolution in the Diario Oficial de Galicia. For the commissioning, the company must provide the declarations of conformity of the material, a certificate from the assembly director, and the “as built” planimetry in Shape format.

Against the resolution, which is not final in the administrative route, an appeal for reversal (recurso de alzada) may be filed before the Minister of Economy and Industry within one month. The authorization is granted without prejudice to others that may be applicable according to current legislation regarding land use planning and the environment.

The resolution directly affects the landowners in Boiro de Arriba, whose properties will be occupied and electrical energy easements of way established, therefore they must be attentive to the individual notification and the appeal deadlines to defend their rights.
