Electrical authorization with public utility in Boiro to replace supports

The Territorial Department of A Coruña of the Ministry of Economy and Industry has granted the prior administrative and construction authorization, as well as the declaration of public utility, for an electrical distribution installation in the municipality of Boiro. The decision, adopted by resolution on August 20, 2026, was published in the Official Gazette of Galicia number 172, on September 10, 2026, on pages 48481 to 48487.
The declaration of public utility implies the need for the occupation of assets and the acquisition of affected rights, and entails urgent occupation for the purposes of Article 52 of the Forced Expropriation Law. The file was processed under number IN407A 2024/277-1 and the promoter is the company UFD Distribución Electricidad, S.A.
The project and its objective
The action, named LMTA BOI802 substitution of supports from 9O57ILH2//29-3 to 9O1NRRH1//29-7, is justified by the poor condition of the existing supports and non-regulatory distances to the ground. The application was submitted on September 4, 2024, and the execution project, signed on June 21, 2024, by the industrial technical engineer Ángel Pérez Vidal, collegiate no. 4.781 of Vigo, consists of the substitution of supports 29-3, 29-4, 29-5, 29-6, and 29-7 with new lattice supports with a change of route.
The main technical characteristics are:
- Overhead medium voltage line (action no. 1), at 20 kV, with a length of 437 m, with conductor type LA-110 mm² and LA-56 mm², and retensioning of adjacent spans.
- Overhead medium voltage line (action no. 2), at 20 kV, with a length of 109 m, with conductor type LA-56 mm² Al.
Processing and public information
The project was submitted to the public information process by agreement on April 8, 2026, published on the ministry’s transparency portal, in the DOG of April 30, in the BOP of April 14, in the newspaper La Voz de Galicia of April 21, and on the City Council’s notice board. During the exhibition period, no allegations, claims, or suggestions were presented.
The mandatory reports were requested from the Boiro City Council, the Ministry of Environment and Climate Change, Augas de Galicia, and the Institute of Territorial Studies, with the promoter’s agreement. The technical report was issued on August 18, 2026, and includes a favorable report from the department’s technical services.
Affected assets and deadlines
The annex to the resolution contains the list of affected assets and rights, with 19 rural plots located in Boiro de Arriba, including plots such as Leira do Muíño, Calcadoiro, Vimieiro, Salgueiral, and Salgueiral, with land affects in full ownership and by electrical energy right-of-way easement. Among the identified owners are María del Carmen López Piñeiro and David.
The installation must be executed within a period of two years, counted from the day following the publication of the resolution in the Official Gazette of Galicia. For the commissioning, the promoter must provide the declarations of conformity of the material, the certificate from the assembly director, and the as built plans in shape format.
The resolution, which is not final in administrative proceedings, is subject to an appeal for reversal (recurso de alzada) before the Minister of Economy and Industry within one month. The declaration of public utility represents a key step for the renovation of the medium-voltage electrical infrastructure in Boiro, by allowing the urgent occupation of the necessary lands and guaranteeing the security and quality of the supply in the area.
