Vilalba dels Arcs solar park authorized in Terra Alta

The Directorate General of Energy has granted the company Trebede Fotovoltaica, SL the prior and construction administrative authorization for the photovoltaic solar park PSFV Vilalba dels Arcs Sol, with 1.5 MWn and 1.49 MWp, in the municipality of Vilalba dels Arcs, in the region of Terra Alta. The decision is detailed in Resolution TER/3023/2026, of August 14, published in the Official Gazette of the Generalitat de Catalunya (DOGC) number 9739, of August 27, 2026.

The resolution, signed by the Director General of Energy, Marta Morera i Marcé, is part of the deployment of renewables promoted by Decree Law 16/2019, on urgent measures for the climate emergency and the promotion of renewable energies. The plant is projected on non-urbanizable land, in polygon 9, plot 243, and includes evacuation infrastructure consisting of a 25 kV underground high-voltage line. The processed file is FUE-2023-03193340 (reference 02686).

A plant with 1,960 solar panels

The generation facility will consist of 1,960 photovoltaic solar panels with a unit power of 760 Wp and 5 three-phase inverters of 0.3 MVA, with a total installed capacity of 1.49 MWp and 1.5 MWn. The total budget for the installation is 766,190.96 euros.

The underground evacuation line, three-phase alternating current at 25 kV and 50 Hz, will have a length of 20 meters. The connection point is the REGS1 medium-voltage network, belonging to the RIBARROJA substation, owned by Edistribución Redes Digitales, S.A.U, with UTM 31 coordinates (X: 279010; Y: 4556980).

Processing and prior reports

The project was submitted for public information for 15 days via an announcement in DOGC number 9526, of October 23, 2025, without any objections being presented. The environmental body issued a favorable report on December 11, 2025, with several environmental conditions.

During the processing, a wide range of affected organizations were consulted:

  • Vilalba dels Arcs City Council and Terra Alta County Council
  • Ebro Hydrographic Confederation and Catalan Water Agency
  • Department of Culture (Cultural Heritage) and Cartographic and Geological Institute of Catalonia
  • Territorial Urban Planning Service and Territorial Roads Service of Terres de l’Ebre
  • Department of the Interior (Civil Protection), Waste Agency of Catalonia, and Eastern Terra Alta Irrigation Community (REGZOTA)

Most reported favorably or imposed conditions accepted by the promoter. The Director General of Territorial Planning, Urbanism and Architecture, through a resolution dated July 15, 2026, suspended the final approval of the project until it is modified according to the issued considerations, including maintaining the dry stone walls and arranging the modules following the existing productive mosaic.

Conditions and deadlines

The authorization imposes several conditions, including a regulating device adjusted to a limited power of 1.15 MW and compliance with environmental and urban planning conditions. The installation may not be commissioned without the corresponding operating authorization.

The deadline for commissioning is two years from the publication of the resolution in the DOGC, with the possibility of an extension. An appeal for reversal may be filed against the resolution, which does not exhaust administrative remedies, before the Secretary of Ecological Transition within a period of one month.

The granting of this authorization contributes to achieving the renewable energy implementation goals in Catalonia and represents a step forward in the photovoltaic deployment in Terra Alta, a rural territory where this type of project has a direct impact on employment, the landscape, and local economic activity.
