Autoritzada la planta solar Miravall 2 a Juneda, de 4,95 megawatts

The Official Gazette of the Generalitat de Catalunya publishes in issue 9779, dated October 23, 2026, Resolution TER/3779/2026, of October 19, which grants Parc Solar Garriguenc, SL the prior and construction administrative authorization for the Miravall 2 solar photovoltaic plant, 4.95 MW, in the municipality of Juneda, in the region of les Garrigues. The resolution, signed in Barcelona by the Director General of Energy, Marta Morera i Marcé, also includes the authorization of the specific action project of public interest on non-urbanizable land and the environmental impact assessment of the installation and its evacuation infrastructure. The official text can be consulted with the reference CVE-DOGC-A-26293053-2026.

The decision corresponds to the Department of Territory, Housing and Ecological Transition and is processed under file FUE-2023-03250125 (reference 02709). The promoting company has its registered office at carretera LV-7023, km 3, in les Borges Blanques. The invoked legal framework combines Law 24/2013 of the electricity sector, Royal Decree 1955/2000 on authorizations, Decree-law 16/2019 on urgent measures for the climate emergency and the promotion of renewables, Law 21/2013 on environmental assessment, and Law 8/2005 on the protection, management, and planning of the landscape.

A plant of 11,583 panels in polygon 12

The installation is located in polygon 12, plot 21, in the municipality of Juneda, and its purpose is the production of solar-origin electricity and its evacuation to the grid. The technical characteristics detailed in the resolution are:

  • Installed power: 4,950 kW (4.95 MW); total power of the modules: 6,245 kWp.
  • Total power of the inverters and maximum evacuable power: 4,950 kW.
  • 11,583 photovoltaic panels with fixed structure.
  • Three 1,000 kVA oil transformers to increase the voltage from 0.6 kV to 25 kV, and a new metering center.
  • Underground evacuation line of 25 kV, three-phase alternating current and double circuit, with 0.97 km of cable (0.46 km of right-of-way).
  • Connection point: medium voltage section of the Vedrunes2 line, which belongs to the SET Juneda, at UTM coordinates 318,786.49 / 4,598,382.96 (zone 31).

The total budget for the installation is 2,616,637 euros, excluding VAT. The executive technical project is dated June 10, 2026, and was drafted by the industrial engineer Jordi Pellicer Ambert, member number 14,729 of the Official College of Industrial Engineers of Catalonia.

Public information without objections and environmental endorsement

The procedure was submitted to a 15-day public information period through an announcement published in DOGC number 9306, dated December 9, 2024, and on the notice board of the Juneda City Council. According to the resolution, no objections were presented during this period, a fact also certified by the council.

The Renewable Energy Panel issued the environmental impact report and concluded that the project should not be subject to an ordinary evaluation, as it has no significant effects on the environment, although it imposes certain conditions. On the other hand, the Directorate General for Territorial Planning and Urbanism, by delegation agreed on June 22, 2022, by the Territorial Urbanism Commission of Lleida, definitively approved the project on March 3, 2026, with a prohibition on earthworks and the obligation to maintain all existing margins.

Among the consulted bodies that reported favorably or set conditions are the Catalan Water Agency, the Ebro Hydrographic Confederation, the Department of Culture, the Department of the Interior, the Territorial Road Services in Lleida, the Cartographic and Geological Institute of Catalonia, and ADIF-Alta Velocidad. Among others, the Juneda City Council, the Comarcal Council of les Garrigues, the Catalonia Waste Agency, E-Distribución Redes Digitales, SLU, the Union of Farmers of Catalonia, IPCENA, GEPEC, and the Trenca Association did not issue a statement.

Two years to launch

The resolution states that the plant cannot be connected to the grid without the corresponding operating authorization and that the deadline for commissioning is two years from publication in the DOGC, extendable if requested at least one month before expiration. The owner must provide the guarantee provided for in Article 19 of Decree-law 16/2019 and notify the territorial Energy body of the start, incidents, and completion of the works.

Against the resolution, which does not exhaust the administrative route, an appeal for reversal may be filed before the Secretary of Ecological Transition within one month from the day following notification.

With this authorization, the photovoltaic deployment in les Garrigues adds a new medium-sized installation on agricultural land, a type of project that concentrates the local debate on land use, landscape, and the compatibility between renewable electricity production and agricultural activity.
