Autoritzada la línia de 15 kV entre Valldemossa i s'Heretat a Sóller

The Department of Enterprise, Freelancers and Energy has granted the prior and construction administrative authorization, the concrete declaration, and the recognition of public utility for the 15 kV electrical line interconnecting the «Valldemossa» and «s’Heretat» lines, at polygon 5, plots 596 and 598, in the municipality of Sóller. The decision is published in the Official Gazette of the Balearic Islands (BOIB no. 136, of October 24, 2026), Section III, pages 58634 to 58644, with the official reference 1231141. The resolution, electronically signed on October 20, 2026, bears the signature of the Director General of Circular Economy, Energy Transition and Climate Change, Diego Viu Domínguez, by delegation of the regional minister.

The installation aims to improve the electricity supply in the area and affects two medium-voltage networks owned by different companies: the «Valldemossa» line belongs to Edistribución Redes Digitales, SLU, while the «s’Heretat» line belongs to Vall de Sóller Energia, SLU. The total budget for the project is 143,157.55 euros, resulting from the sum of 67,689.66 euros and 75,467.89 euros. The administrative file is 2024/27141.

The procedure began on November 12, 2024, when the Directorate General of Circular Economy, Energy Transition and Climate Change received the request from Edistribución Redes Digitales, SLU. The public information process was opened with the publication in BOIB no. 74, of June 12, 2025, and the work was displayed on the notice board of the Sóller City Council for 21 days and, subsequently, for another 30 days.

Favorable reports and environmental declaration

The processing was ordinary in environmental matters and accumulated favorable reports from various administrations. On October 9, 2026, the Directorate General of Urban Harmonization and Environmental Assessment formulated the favorable environmental impact declaration for the project, under file 39A/2026, considering that «predictably, no significant adverse impacts on the environment will occur» provided that the corrective and preventive measures of the impact study are complied with.

Among the reporting bodies are:

  • Forest Management and Soil Protection Service, favorable on June 17, 2025.
  • Natural Spaces Service, favorable on June 17, 2025.
  • Urban Planning Technical Services of the Insular Council of Mallorca, favorable on July 15, 2025.
  • Directorate General of Emergencies and Interior, favorable on April 21, 2026.
  • Heritage Service of the Council of Mallorca, which required minimum separations regarding the Can Castelló path and the Can Prohom threshing floor.

GOB and Amics de la Terra did not submit any allegations within the deadline, as stated in the file.

Layout, heritage and construction conditions

The project runs through the Serra de Tramuntana Natural Area and crosses the Dry Stone Route, a fact that has necessitated the incorporation of specific constraints. The resolution requires that the underground layout and its easement zones do not affect the dry stone walls, listed as UNESCO Intangible Cultural Heritage, and recommends moving the metal pole at the eastern end of the new underground section to move the line away from the listed element known as the Pi de l’Ensaïmada.

It is also mandated to avoid the felling of trees, to remove plastic waste and cable ties daily that could be collected by birds, to keep trenches open for the minimum time possible, and to suspend excavations during episodes of intense rain. Regarding fire risk, the work is located on the threshold of an area qualified as “extremely high,” for which it will be necessary to apply the self-protection measures of INFOBAL.

Deadlines, expropriations, and appeals

The declaration of public utility entails the need to occupy the affected assets and rights and enables the urgent occupation provided for in the Forced Expropriation Law. The affected properties are:

  • Polygon 5, plot 596, owned by Lucía Ana Coll Magraner.
  • Polygon 5, plot 598, with Inés Coll Capelle, Isabel Coll Capelle, José Coll Capelle, Lucie Anne Coll, and Agnes Emilenne Capelle Viez as owners.

The maximum deadline to execute and complete the works is two years from the notification of the resolution, and commissioning requires certification from the works management and bulletins from the installation company. Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the counselor within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of the Balearic Islands within two months.

The resolution also warns that if equipment with sulfur hexafluoride (SF6) gas is installed, the operator must comply with the prohibitions and registration obligations of Regulation (EU) 2024/573, in force for medium voltage up to 24 kV since January 1, 2026.

For the residents of Sóller, the authorization unlocks a project pending since late 2024 that must reinforce the reliability of the supply in an area of the Serra de Tramuntana with networks from two different operators, although the layout must be compatible with the protection of the ethnological heritage and the landscape of the natural area.
