Augas de Galicia publishes the Feder co-financing for rural sanitation in Ferrol

Augas de Galicia has announced in the Official Gazette of Galicia (DOG) the 60% co-financing with Feder funds for the service contract for the development of preventive activities and business coordination actions for the sanitation and purification works of the rural area of Ferrol, phase 1A. The Resolution of September 16, 2026 is published in DOG no. 184, Monday, September 28, 2026, p. 50566, with the official reference c8obtjk6-plc8-nmf3-leh9-d15g1agzyrp3. The contract, complementary to the main work, was awarded to the company Incope Consultores, S.L. for 91,310.80 euros, VAT included.

A complementary contract for the sanitation work

The object of the tender is the service for the development of preventive activities and business coordination actions within the framework of the sanitation and purification action of the rural area of Ferrol, phase 1A, in Ferrol (A Coruña). The action refers to the work with file reference AUG-2025-0151 and project key OH.315.1307, while the service now published carries the file reference AUG-2026-0004.

According to the resolution, the service contract is legally considered complementary to the works contract, in accordance with article 29.7 of Law 9/2017, of November 8, on public sector contracts (LCSP). Its necessity derives from the existence of the works contract and maintains a relationship of dependence on it, as it is considered necessary for the proper execution of the main provision. The CPV code is 71317200-5 (health and safety services) and the main location is NUTS code ES111.

Figures, deadlines and award

• Base tender budget: 90,213.35 euros (net amount) and 109,158.15 euros (total amount).
• Estimated value of the contract: 112,607.24 euros, which includes the base budget and possible ordinary extensions (22,393.89 euros).
• Selected offer: 75,463.47 euros net and 91,310.80 euros total.
• Execution period: 24 months, with provision for contractual extensions up to a maximum of 6 months.
• Award date: July 1, 2026; formalization of the contract: July 29, 2026.
• Offers received: 8 in total, of which 5 were from small or medium-sized enterprises and none from other Member States of the European Union; all submitted electronically.
• Procedure: open, not subject to harmonized regulation, through the ordinary and anticipated expenditure process.

The winning company, Incope Consultores, S.L. (NIF B83665513), is located at rúa Antonio López, 249-3º D, Madrid, and is qualified as a small or medium-sized enterprise. The award criteria weighted the economic proposal (41 points), the analysis of the technical document of the work (15), the coordination methodology regarding safety and health (15), the coordination of business activities (12), the measures for demographic promotion (10), and the monitoring system for the work schedule (7).

European funding and framework

The action is co-financed by the European Union through the European Regional Development Fund (ERDF) for 60% of the eligible expenditure, within the framework of the Galicia ERDF 2021-2027 program. The publicity is carried out under Annex IX of Regulation (EU) 2021/1060 of the European Parliament and of the Council, of June 24, 2021, and Law 9/2017 on public sector contracts.

The program framework is as follows:

• Policy Objective OP2: a greener, low-carbon and resilient Europe.
• Investment Priority P2A: green transition.
• Specific Objective 2.5: promotion of access to water and sustainable water management.
• Line of action 2.5.03: investments in sanitation and purification for compliance with water directives.
• Intervention area 065: collection and treatment of wastewater.
• Operation: “Improvement of sanitation systems in the Ferrol estuary”.

Background of the action

This publication is added to the two previous ones for the same action. DOG no. 175, of September 15, 2026, contained the resolution of September 4, 2026, regarding the administrative contract for the work, awarded to Extraco, Construccións e Proxectos, S.A. for 3,788,669.00 net euros (4,584,289.49 total euros), with a base budget of 4,060,303.59 net euros and an execution period of 24 months.

For its part, DOG no. 181, of September 23, 2026, published the resolution of September 11, 2026, relating to the technical assistance service for the project management of the same work, awarded to Proyfe, S.L. for 143,900.00 net euros (174,119.00 total euros). The resolution of September 16 bears the signature of the director of Augas de Galicia, Roi Fernández Añón, by delegation of the president (Resolution of 30.1.2012; DOG no. 21, of January 31).

The publication completes the circle of contracts linked to phase 1A of the sanitation of the rural area of Ferrol and confirms that the investment in the region has a community contribution of 60% of the eligible expenditure, which reduces the regional budgetary effort and guarantees the application of the information and publicity rules of the ERDF.
