Public hearing to regulate the Electronic Registry of Representatives

The Department of Economy, Finance and Public Administration has opened the public hearing process regarding the draft decree of the Consell to regulate the Electronic Registry of Representatives, an administrative simplification regulation affecting the electronic processing of the Generalitat. The announcement is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10436, dated August 25, 2026, and sets a period of 15 calendar days to submit allegations.
The process is promoted in compliance with articles 14 and 16 of Law 4/2023, of April 13, of the Generalitat, on citizen participation and the promotion of associations in the Valencian Community. The announcement is signed by the undersecretary of the department, Alida C. Mas Taberner, dated August 3, 2026, in Valencia.
A registry to simplify electronic processing
The draft decree aims to organize the Electronic Registry of Representatives, a tool that will allow for the agile and secure accreditation of the representation of individuals and entities before the regional administration in its electronic procedures. The regulation is part of the Generalitat’s administrative simplification strategy, aimed at reducing burdens and streamlining the relationship between citizens and the administration.
During the hearing, interested parties may consult all the documentation of the file on the GVA Participa portal, under the Regulatory Drafting section: background, problems intended to be solved, the necessity and opportunity for approval, objectives, alternative solutions, and the text of the project itself.
How to participate in the process
The 15-calendar-day period is calculated from the day following the publication of the announcement in the DOGV. Contributions can be submitted through two channels:
- Through the Regulatory Drafting section of the GVA Participa portal.
- Via email to the address normativasimplificacion@gva.es.
The allegations, suggestions, or observations submitted will be incorporated into the drafting process of the regulation before its final approval by the Consell.
Relevance for citizens
The regulation of the Electronic Registry of Representatives is another step in the modernization of the Valencian administration, providing legal certainty to representation in electronic procedures and avoiding unnecessary in-person formalities. Citizen participation in this phase allows those affected—from professionals and companies to associations and individuals—to influence the design of a regulation that will directly affect their daily relationship with the Generalitat.
