Asturias submits the regulation of tourist apartments to public consultation

The Regional Ministry of Presidency, Demographic Challenge, Equality and Tourism of the Principality of Asturias has submitted for public consultation the draft Decree regulating tourist apartments, a regulation that will directly affect the Asturian vacation rental sector and its owners. The decision is formalized through the Resolution of September 10, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) number 179, dated September 16, 2026, with code 2026-07544.
The process opens a period of twenty business days for any entities and individuals who wish to do so to submit allegations regarding the text. The draft Decree can be downloaded from the Initiatives section of the participation portal asturiasparticipa.asturias.es of the Administration of the Principality.
Background of the procedure
The drafting of this regulation began months ago. Through the Resolution of the Regional Minister of Presidency, Demographic Challenge, Equality and Tourism, of April 21, 2026, the procedure for drafting the Decree that is now being released for public consultation was initiated. This regulatory push responds to the need to organize an activity in full expansion within the Asturian territory, where vacation rentals coexist with the traditional hotel offer and pose challenges regarding coexistence and service quality.
The processing is based on Article 33.2 of the Law of the Principality of Asturias 2/1995, of March 13, on the Legal Regime of the Administration, and other provisions of general application.
How to submit allegations
Allegations must be addressed to the Hon. Regional Minister of Presidency, Demographic Challenge, Equality and Tourism, with code DIR3 A03028308, and submitted through one of these channels:
- At the Central Office of registration assistance of the Administration of the Principality of Asturias, located in the Administrative Building of Multiple Services, Antonio Suárez Gutiérrez street, no. 2.
- Through any of the means provided for in Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
- Using the standardized form for the submission of allegations available in the Service File DECO0065T01 —Generic Request—, published on sede.asturias.es.
The resolution was signed in Oviedo on September 10, 2026, by the Regional Minister of Presidency, Demographic Challenge, Equality and Tourism, Gimena Llamedo González.

The future regulation will establish the conditions for operating tourist apartments in Asturias, a key segment of regional tourism. The public consultation will allow owners, managers, industry associations, and the general public to submit their observations before the final approval of the Decree, which will set the rules for vacation rentals in the Principality for the coming years.
