Asturias distributes 2.6 million in Agenda 2030 grants to city councils

The Regional Ministry of Territorial Planning, Urbanism, Housing and Citizen Rights of the Principality of Asturias has published in the Official Gazette of the Principality of Asturias (BOPA) number 176, dated September 11, 2026, the proposed provisional resolution for the granting of subsidies, under a competitive bidding process, to local entities for actions to promote the 2030 Agenda, line 2: sustainable transformation projects, 2026 call (climate emergency). The document, with reference 2026-07438, opens a ten-day period for interested entities to submit allegations.

A distribution of 2.6 million over two annual periods

The proposal, signed in Oviedo on September 3, 2026, by the Director General of the 2030 Agenda, provides for the granting of subsidies for a total amount of 2,600,000 euros, divided equally between the 2026 and 2027 annual periods (1,300,000 euros each). The expenditure is charged to the budget application 13.07.126A.769.101 “Promotion of SDGs in the local sphere” (PEP code 2025/000286) of the General Budgets of the Principality.

The procedure is based on the regulatory bases approved by the resolution of the Regional Ministry on August 29, 2025 (BOPA no. 176, of 12-IX-2025) and the public call of June 3, 2026 (BOPA no. 112, of 12-VI-2026), the application deadline for which concluded on July 10, 2026.

38 applications, 24 funded projects

A total of 38 local entities submitted applications within the deadline. The Evaluation Commission, appointed by resolution on July 2, 2026, studied and evaluated the admitted applications on September 3, 2026, according to the criteria of the sixth regulatory base. The result distinguishes three situations:

• Subsidized (Annex I): 24 entities, with projects ranging from energy communities to climate shelters and the rehabilitation of facilities.
• Inadmissible (Annex II): Grandas de Salime, Ribadesella, and Somiedo, for submitting non-investment projects (studies, diagnostics, inventories, or planning instruments), which are outside the investment nature required for line 2.
• Rejected (Annex III): the remainder, due to credit limitations after applying the evaluation criteria.

Among the funded projects, the energy communities of Santa Eulalia de Oscos, San Martín de Oscos, Onís, Proaza, Quirós, Cabranes, Teverga, and Muros de Nalón stand out, as well as the municipal network of climate shelters in Allande, the “Morcín 2030” project, and the territorial cohesion and sustainable mobility strategy of Cangas de Onís.

Period for allegations and appeals

Interested entities may submit allegations against the provisional proposal within ten days of its publication. The final award resolution will be published in the BOPA and communicated to the National Grants Database. Against the final resolution, which exhausts administrative remedies, an optional appeal for reversal may be filed before the Counselor within one month, and a contentious-administrative appeal may be filed before the High Court of Justice of the Principality of Asturias within two months.

Impact for municipalities

This call for applications provides a direct boost to the sustainable transformation of small and medium-sized Asturian councils, which concentrate the majority of the funded projects, mostly energy communities and actions against the climate emergency. The distribution over two annual installments allows city councils to plan the execution of their investments, while the allocation through competitive bidding ensures that funds are assigned to the highest-rated projects.
