Asturias appoints María Carmen Orreo as general director of nursing homes

The Government Council of the Principality of Asturias has appointed María Carmen Orreo Montes as director general of the Autonomous Body for Residential Establishments for the Elderly of Asturias (ERA). The appointment is formalized by Decree 65/2026, of September 22, published in the Official Gazette of the Principality of Asturias (BOPA) no. 185, of September 24, 2026, within section I, Authorities and Personnel. The decree bears the official reference Code 2026-07808.

A decree signed by the President and the Councilor

The appointment is adopted upon the proposal of the Councilor for Social Rights and Welfare, Nerea Monroy Rosal, and following the agreement of the Government Council at its meeting on September 22, 2026. The decree was signed in Oviedo on September 22, 2026, by the President of the Principality of Asturias, Adrián Barbón Rodríguez, and by the councilor herself.

The regulation invokes as its basis:

• Article 10.6 of the Law of the Principality of Asturias 8/1991, of July 30, on the Organization of the Administration.
• Articles 25.l) and 38.e) of the Law of the Principality of Asturias 6/1984, of July 5, on the President and the Government Council.
• Article 30 of the Law of the Principality of Asturias 8/2018, of September 14, on Transparency, Good Governance, and Interest Groups.

The vacancy that led to the replacement

The position became vacant following the appointment of the previous holder as Councilor for Social Rights and Welfare, formalized by Decree 28/2026, of August 28, by the President of the Principality (BOPA no. 168, of August 31, 2026).

While the substitution was being resolved, the Government Council approved the Agreement of September 7, 2026, by which it designated Enrique Rodríguez Nuño, Director General for the Promotion of Personal Autonomy and the Elderly, as the substitute in the General Management of the body. That agreement was published in BOPA no. 178, of September 15, 2026, with reference Code 2026-07499, and was based on the eighth additional provision and article 19 bis of the Law of the Principality of Asturias 2/1995, of March 13, and on articles 42.1.d) and 45.2 of Law 7/1991, of April 5, on Assistance and Protection for the Elderly.

An organization with staff in the process of reinforcement

The ERA appears as a destination and managing unit in the personnel selection processes of the Administration of the Principality. The Resolution of September 11, 2026, from the Councilorship of the Presidency, Demographic Challenge, Equality, and Tourism (BOPA no. 180, of September 17, 2026), calls for selective tests for 230 positions of Nursing Assistant, Group D, in both internal promotion and open access shifts.

Applicants must prove they meet the requirements before the Management of the Autonomous Body for Residential Establishments for the Elderly of Asturias, located at calle Arzobispo Guisasola, 14, 33009 Oviedo, within 20 calendar days from the next business day following the publication of the final grade.

In the same issue of the bulletin, the Department of Social Rights and Welfare renewed, by means of a Resolution of September 10, 2026, the titular and substitute members of the Council of Older Persons of the Principality of Asturias, a consultative body attached to that department.

Impact of the handover

The appointment places a new head at the forefront of the autonomous body for elderly residences in the midst of a personnel recruitment process and the renewal of the participation bodies for older persons. The decision directly affects the staff of the centers, the users, and their families, and comes just one month after the vacancy that necessitated the appointment of a substitute in the General Management.
