Asturias calls for elections to the Plenary of the Oviedo Chamber of Commerce

The Department of Science, Industry and Employment of the Principality of Asturias has called for elections to renew the members of the Plenary of the Official Chamber of Commerce, Industry, Services and Navigation of Oviedo. The elections will be held on November 4, 2026, and the call is published in the Official Gazette of the Principality of Asturias (BOPA) no. 185, dated September 24, 2026, by means of the Resolution of September 17, 2026 (Code 2026-07744).

The call is issued under the framework of Law 4/2014, of April 1, Basic Law of the Official Chambers of Commerce, Industry, Services and Navigation, whose article 18 attributes the opening of the electoral process to the competent department, and the Law of the Principality of Asturias 8/2015, of March 20, which in its article 30 empowers the competent regional minister to call elections by resolution. The regulatory development corresponds to Royal Decree 669/2015, of July 17, and the guardianship of the Asturian chambers falls to the Department through the General Directorate of Business and Trade, according to Decree 49/2025, of April 29.

The process is framed within Order EMC/1382/2025, of November 28, of the Ministry of Economy, Trade and Enterprise, which declared the electoral process open for the renewal of the plenaries of Spanish chambers between December 1, 2025, and December 31, 2027. The resolution enters into force on the day of its publication and exhausts all administrative remedies.

Voting on November 4 at the Chamber’s headquarters

Voting will take place on November 4, 2026, for all groups and categories, at the Electoral College of the Chamber’s headquarters, with uninterrupted hours from 9:00 to 21:00.

Electoral Board and submission of candidacies

The Electoral Board of the Principality of Asturias will be constituted within five days following the publication, based on the first floor of the Department, at Plaza de España, number 1, Oviedo. It will be composed of three representatives of the Chamber’s electors and two persons designated by the Department, one of whom will serve as president; the representatives of the electors will be chosen by lottery in a public act at 12:00 on the first business day following the publication.

Candidacies may be submitted electronically via the Corporation’s Electronic Office or in person at the Chamber’s Secretariat during the ten days following the publication, from 9:00 to 18:00 Monday to Thursday and from 9:00 to 14:30 on Fridays. Each candidacy must obtain the endorsement of at least 5% of the electors of the group or category, a threshold that is reduced to ten signatures when the group exceeds two hundred electors. Deficiencies may be rectified within five days, and the proclamation of candidates shall be carried out by the Electoral Board within a period of five days.

Postal voting and constitution of the new Plenary

Electors who cannot attend in person may request a postal vote within ten days following the publication, using the standardized forms in Annex I. The vote must be received by the Secretariat of the Electoral Board before 20:00 hours on the day prior to the elections. The State Postal and Telegraph Company (Correos) will provide the service in accordance with the agreement signed with the Ministry of Economy, Trade and Enterprise, to which the chambers of Avilés, Gijón, and Oviedo and the Principality adhered on February 24, 2026.

The polling stations, composed of a president and two members, will be designated by lottery on the sixteenth day following the publication. The constitutive session of the new Plenary will take place within a maximum period of thirty days from the elections, and the president and members of the Executive Committee will be elected therein by nominal and secret vote. The Asturian Federation of Entrepreneurs (FADE) will propose the members representing companies, freelancers, and persons of recognized prestige within the four days following the proclamation.

The renewal of the Plenary directly affects companies and freelancers within the area of influence of the Oviedo Chamber, who have an electoral calendar that begins with the publication of this resolution and culminates with the constitution of the new Plenary within a maximum period of thirty days.
