Asturias announces the state competition for teacher transfers for 2027
Por FactBox Admin

The Department of Education of the Principality of Asturias has announced the state-level transfer competition for civil servant personnel of the teaching bodies that provide school education within the educational system, with the aim of filling vacant positions in centers dependent on the autonomous community. The call is detailed in the Resolution of October 19, 2026, signed by the counselor and, by delegation, by the Director General of Teaching Personnel, and is published in the Official Gazette of the Principality of Asturias (BOPA) no. 210, of October 29, 2026 (2026-08794). The application period extends from November 5 to November 26, 2026, both inclusive.
The legal basis for the call is Article 7 of Royal Decree 1364/2010, of October 29, modified by Royal Decree 677/2024, of July 16, which obliges educational administrations to call state transfer competitions on a biennial basis. The last one was called via resolution on October 15, 2024 (BOPA of October 25), therefore a new edition is now appropriate for the 2026/2027 academic year.
The applicable scale is the one approved in Annex III of Order EFD/1041/2026, of September 30, which establishes the common procedural rules for all state competitions of the academic year. The Department emphasizes that applying the same scale as the national competition “guarantees equal opportunities” and reinforces the legal certainty of the procedure.
Thirteen teaching bodies and vacancies until December 31
The call covers the career civil servant personnel of thirteen teaching bodies:
- 0510 Education Inspectors.
- 0511 Secondary education professors (Catedráticos).
- 0512 Official language school professors (Catedráticos).
- 0513 Plastic arts and design professors (Catedráticos).
- 0590 Secondary education teachers.
- 0591 Technical vocational training teachers (body to be phased out).
- 0592 Official language school teachers.
- 0593 Music and performing arts professors (Catedráticos).
- 0594 Music and performing arts teachers.
- 0595 Plastic arts and design teachers.
- 0596 Plastic arts and design workshop teachers.
- 0597 Primary school teachers (Maestros).
- 0598 Specialist teachers in singular sectors of vocational training.
The resolution does not specify the number of positions: the vacancies that are determined will be offered, which will include at least those that occur until December 31, 2026, as well as those resulting from the competition itself. The lists of centers will be published on the Educastur portal (www.educastur.es) and will be for informational purposes.
A scale that prioritizes permanence at the center
Royal Decree 677/2024 increased the points for seniority at the center, in order to incentivize permanence in the same educational center. The regional scale is as follows:
- Seniority at the center: 4 points per year for the first and second, 6 points for the third, and 8 points per year from the fourth onwards.
- Seniority in the corps: 2 points per year of effective service.
- Membership in the corps of professors (catedráticos): 5 points.
- Academic merits: maximum 10 points.
- Training and professional development: maximum 15 points.
- Teaching coordination and tutoring roles: maximum 10 points.
- Other merits: maximum 15 points.
The assessment is carried out by a technical body composed of the head of the Staff, Personnel Costs, and Labor Relations service, an inspector, representatives of the corps of secondary professors and teachers, four service officials, and the head of the staff provision section as secretary.
Mandatory electronic application and preferential rights
Applications shall be submitted exclusively electronically, through forms RRHH0079T01 (registration) and RRHH0079T02 (submission of merit documentation) of the Principality’s electronic office. Each application allows a maximum of 300 requests, and those applying for more than one corps must submit an application for each.
Preferential rights to center and to locality or territorial area are maintained, as well as the right of concurrence, limited to a maximum of four participants per group and to centers within a single province. The call also regulates the mandatory participation of those without a definitive destination and personnel who have not yet been appointed as career civil servants.
Calendar: provisional scale and taking possession
The General Directorate of Teaching Personnel will publish the provisional scale within a period not exceeding six months from the publication of the call, with a period of ten business days for allegations via form RRHH0079T03. Following the provisional resolution, the positions awarded in the final resolution shall be non-renounceable.
The taking of possession of the new destinations will take place on September 1, 2027, although the awarded teachers must remain at their original centers until the essential activities of the school year are concluded. An administrative-law appeal may be filed against the resolution within two months and, optionally, a request for reversal within one month. The call was reported to the Teaching Personnel Board of non-university centers in Asturias.
The competition affects all career civil servant teachers aspiring to change their destination within Asturias or to move to another autonomous community, and it arrives with a homogeneous state scale that expressly rewards stability at the center. For the Asturian teaching collective, this event marks the mobility calendar for the next two school years and conditions the center staffing until 2027.
