Asturias opens extraordinary recruitment list for telecommunications engineers

The Official Gazette of the Principality of Asturias (BOPA) number 177, dated September 14, 2026, publishes the Resolution of September 4, 2026, from the Department of Presidency, Demographic Challenge, Equality, and Tourism, which announces an extraordinary administrative procedure for the creation of a job bank for interim civil servants of the Telecommunications Engineering Corps (Group A, Subgroup A1). The call, signed by the Director General of Public Employment in Oviedo, responds to the urgent need to fill positions requested, primarily, by the Directorate General for Digital Strategy and Artificial Intelligence.
Regulatory Framework and Justification
The creation of the Telecommunications Engineering Corps by the Principality of Asturias Law 2/2023, of March 15, on Public Employment, makes it essential to provide the Administration with a pool of temporary employment applicants with this profile, given the current lack of an employment list for the corps. The procedure is supported by Decree 115/2025, of November 6, which regulates temporary access to public employment, specifically in Article 7, which enables the extraordinary route when no lists or job banks for the corps exist, the impossibility of waiting for their formation is justified, and there are no equivalent corps available.
The resolution indicates that the selection body has expressed the impossibility of forming the job bank through the ordinary route and that the selective process of the Public Employment Offer, which will generate an ordinary list, has not yet been announced; therefore, it is not foreseeable that lists will be established in the short or medium term.
Requirements and Submission of Applications
Those who hold Spanish nationality, nationality of a European Union member state, or a state with free movement of workers, as well as spouses and descendants under the provided terms, may apply. Applicants must be at least sixteen years old, not exceed the compulsory retirement age, possess the necessary functional capacity, and not be disqualified from public employment.
- Required qualification: official university degree in Telecommunications Engineering or a university master’s degree that enables the practice of the profession.
- Applications must be submitted via the electronic form RRHH0119T01 on the electronic office of the Principality of Asturias.
- The deadline will be ten business days starting from 00:00 hours on the day following the publication in the BOPA.
- The application serves as a self-assessment of merits and is binding for the Valuation Commission.
Valuation of Merits and Commission
The assessment will be carried out according to the scale in the annex within a maximum period of 20 business days, and the provisional result will be published on the electronic office, with a period of five business days for appeals. The pool will be valid for two years from its publication, extendable if a new extraordinary procedure is convened.
The maximum total score is 100 points, with the following breakdown:
- Professional experience: up to 40 points.
- Training: up to 5 points.
- Teaching: up to 15 points.
- Other qualifications: up to 15 points.
- Recognized professional certifications: up to 10 points.
- Professional progression: up to 15 points.
The Assessment Commission will be chaired by the Head of the Personnel Administration Service, with the Head of the Temporary Personnel Section acting as secretary and the Head of the Job Provision Section acting as member, and may seek the advice of a public employee proposed by the Directorate General for Digital Strategy and Artificial Intelligence.
Job Functions
The selected individuals will perform functions inherent to the body, notably the direction, coordination, and monitoring of telecommunications and corporate communications projects, network architecture and governance, the security and continuity of critical infrastructures, and technical support for public procurement in the field of telecommunications.
