Asturias convoca 17 plazas docentes para personas con discapacidad por sentencia

The Department of Education of the Principality of Asturias has announced an extraordinary selective stabilization procedure, via a merit-based competition system, to fill 17 open-access positions under the reserve quota for persons with disabilities within the teaching bodies. The call is published by means of the Resolution of October 22, 2026, in the BOPA no. 215 of November 6, 2026 (official reference Code 2026-08891) and is in response to the execution of a Supreme Court ruling that annulled the previous call for failing to include reserved positions. The positions are assigned to public teaching centers dependent on the Department within the Asturian territorial area.

The origin: a ruling that forced the call to be repeated

Ruling no. 1536/2025, of November 27, 2025, issued by the Supreme Court in cassation appeal no. 3289/2024, declared null the Resolution of November 9, 2022—which called for stabilization by merit competition in five teaching bodies—and the Resolution of February 28, 2023, which dismissed the appeal for reversal against it. The reason was the failure to include positions reserved for persons with functional diversity.

In execution of that ruling, the Resolution of May 7, 2026, ordered the processing of an extraordinary call restricted to the disability quota. In accordance with jurisprudence regarding applicants and third parties in good faith, acts already performed were preserved, and the new positions were set by applying a 7% reserve on the positions from the 2022 call, resulting in a total of 17. The substantive legal basis is Law 20/2021, of December 28, on the reduction of temporary employment in the public sector, and the fifth transitional provision of Royal Decree 276/2007.

Distribution of the 17 positions

  • Secondary Education Teachers (0590), group A1, 13 positions: Philosophy (1), Latin (1), Spanish Language and Literature (1), Geography and History (1), Mathematics (3), Physics and Chemistry (2), Biology and Geology (1), English (2), and Educational Guidance (1).
  • Official Language School Teachers (0592), group A1: English (1).
  • Teachers (0597), group A2: Early Childhood Education (1) and Primary Education (2).

Applicants must prove a degree of disability equal to or greater than 33%, recognized by the competent bodies of the Ministry of Health or the autonomous community, provided that the disability is compatible with teaching. This condition must be held at the end of the application period and maintained throughout the procedure; subsequent recognition will not grant access to the process. Positions that remain vacant will not be accumulated into any other quota.

Deadline, fees, and assessment of merits

The application period is 20 business days starting from the business day following the publication of the call in the BOPA. Registration must be carried out electronically and requires the prior payment of the fee: 42.85 euros for subgroup A1 positions and 34.00 euros for A2.

  • One application per specialty, including the body and specialty code.
  • Scoreable merits only up to the closing date of the period, with a maximum of 15 points; previous teaching experience contributes up to 7 points.
  • Appeals against provisional scores within 10 business days; correction of admission, also within 10 business days.
  • The tribunals, one per body, consist of five career civil servants: a president appointed by the counselor and four members chosen by lottery.

Impact for the collective

The resolution is signed by counselor Eva Ledo Cabaleiro and was reported to the teaching staff board of non-university centers. Those who pass the process will be appointed as career civil servants effective September 1 of the following academic year and without a practical training phase. Thus, three years later, the call rectifies the defect that the Supreme Court noted in the Asturian teaching stabilization and opens a quota for applicants with disabilities that previously did not exist in the Principality.
