Asturias grants the 2023 extensive grazing regime to a livestock farmer

The Regional Ministry of Rural Environment and Agricultural Policy of the Principality of Asturias has granted the carbon farming and agroecology eco-scheme, specifically for the practice of extensive grazing, mowing, and biodiversity for the 2023 campaign, to a single beneficiary for an amount of 2,065.42 euros. The Resolution of September 4, 2026 is published in the Official Gazette of the Principality of Asturias (BOPA), no. 183, dated September 22, 2026, with reference 2026-07568.

A single beneficiary after 7,415 applications

The procedure stems from the call for applications approved by the Resolution of April 18, 2023 of the Regional Ministry of Rural Environment and Territorial Cohesion (extract in BOPA no. 76, dated April 21, 2023), which included schemes in favor of the climate, the environment, and animal welfare, including extensive grazing in humid and Mediterranean pastures.

Once the submission period concluded, 7,415 applications were registered. Following the instructional proceedings, the Administration determined that one (1) applicant meets the requirements of Article 30 of Royal Decree 1048/2022, of December 27, and is up to date with their tax and Social Security obligations.

The ruling authorizes, provides, recognizes the obligation, and orders the payment to one beneficiary with NIF/CIF 11079407P, for 100% of the eco-scheme, charged to the budget allocation 19.02 712F-473.010, project code (PEP) 2023/000328, and the Feaga item.

Unit amounts per hectare

The final unit amount set by the FEGA OA for the payment of the balance, communicated on May 10, 2024, is as follows:

• Humid pastures, tier 1 (≤ 65 ha): 51.134820 €/ha.
• Humid pastures, tier 2 (> 65 ha): 43.510000 €/ha.
• Peninsular Mediterranean pastures, tier 1 (≤ 95 ha): 33.695016 €/ha.
• Peninsular Mediterranean pastures, tier 2 (> 95 ha): 27.190000 €/ha.

Previous payments for the same campaign

The resolution reviews the previous grants of the extensive grazing eco-scheme in humid pastures:

• December 15, 2023: 5,797 beneficiaries, 90%, 7,541,388.26 €.
• June 10, 2024: 6,686 beneficiaries, 100%, 2,326,364.05 €.
• June 17, 2024: 16 beneficiaries, 19,171.01 €.
• June 25, 2024: 20 beneficiaries, 53,211.61 €.
• August 28, 2024: 47 beneficiaries, 79,306.77 €.
• September 30, 2024: 99 beneficiaries, 90,198.69 €.
• October 14, 2025: 6 beneficiaries, 7,436.62 €.
• September 4, 2026: 1 beneficiary, 3,093.66 €.

Jurisdiction, financing, and appeals

The competence to resolve falls upon the Director General of Livestock and Agricultural Health, by delegation of the counselor according to the Resolution of September 16, 2025 (BOPA no. 187, of September 29, 2025), and the proposal is formulated by the Agricultural and Livestock Modernization Service. The aid is financed by the European Agricultural Guarantee Fund (EAGF), within the framework of Regulation (EU) 2021/2115.

This act exhausts the administrative route: a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of the Principality of Asturias within two months, or an optional appeal for reversal before the same body within one month, without the possibility of pursuing both simultaneously.

The publication practically closes the 2023 campaign of the extensive grazing eco-scheme in Asturias, with more than 12,600 accumulated beneficiaries and nearly 10.1 million euros paid for wet pastures. For the livestock farmers and agricultural holdings of the Principality, the detail of the unit amounts per surface bracket and the confirmation of the balance payment are the direct reference for calculating their settlements and for planning the single application for future campaigns.
