Asturias grants 1.8 million to city councils for technological revitalization

The Regional Ministry of Science, Industry and Employment of the Principality of Asturias has resolved to grant subsidies for a total amount of 1,799,999.97 euros to Asturian local entities to promote local technological revitalization services during the 2026 financial year. The resolution, signed on August 31, 2026, also authorizes the advance payment of the grants without the need to provide a guarantee, and is published in the Official Gazette of the Principality of Asturias (BOPA) number 174 of September 9, 2026 (reference 2026-07340).

Regulatory Framework and Call for Applications

The grants are awarded on a competitive basis, in accordance with the regulatory bases approved by the Resolution of August 13, 2021, of the Regional Ministry of Science, Innovation and University (BOPA of 08/25/2021), as amended in 2022. The call for 2026 was approved by the Resolution of May 5, 2026, with an extract published in the BOPA of May 13.

The expenditure was authorized by the Government Council of the Principality at its meeting on April 20, 2026, charged to the budgetary application 14.02.521A.465002 of the General Budgets for 2026. The Evaluation Committee, meeting on August 6, 2026, evaluated the applications according to the criteria in the ninth annex of the call.

Beneficiaries and Amounts

The resolution benefits dozens of city councils and two associations of municipalities (mancomunidades) across the Asturian geography. Among the highest amounts are:

• Mancomunidad Comarca de la Sidra: €93,670.17
• Mancomunidad Grado, Yernes y Tameza: €62,736.66
• Cudillero: €32,736.66
• Aller: €31,803.15
• Allande, Boal, Cabrales, Candamo, Carreño, Caso, Coaña, Corvera, El Franco, Grandas de Salime, Ponga, Proaza, Quirós, Ribera de Arriba, San Martín del Rey Aurelio, San Martín de Oscos, Santo Adriano, Soto del Barco, Villanueva de Oscos and Villayón: €30,869.64 each

The remaining municipalities receive amounts ranging from €22,057.92 for Llanes to €29,936.13 for localities such as Degaña, Ibias, Laviana, Onís, Peñamella baja, Pravia, Salas, Santa Eulalia de Oscos, Taramundi or Teverga.

Advance Payment and Justification

The advance payment is subject to article 12.4 of Decree 71/1992, of October 29, which regulates the General Regime for the Granting of Subsidies in the Principality, without prejudice to the obligation to justify the grants. Beneficiary entities must submit, before March 31, 2027, the supporting documents for the subsidized expenditure corresponding to the period between January 1 and December 31, 2026.

Justification shall be carried out electronically through the electronic office of the Principality (service file AYUD0317T02), by means of a justification account that will include a descriptive report, an economic report, a report from the local intervention, and certification of payments, among other documents. Entities are exempt from proving, prior to collection, that they are up to date with their tax and Social Security obligations.

Impact

The resolution, which exhausts administrative remedies, represents direct support for digitalization and innovation in the Asturian rural and local sphere, allowing city councils and associations of municipalities to hire personnel and technological revitalization services. Advance funding streamlines the implementation of these actions, which affect virtually all municipalities in the Principality.
