Asturias grants 1.8 million to 59 city councils for technological revitalization

The Regional Ministry of Science, Industry and Employment of the Principality of Asturias has resolved to grant subsidies for a total amount of 1,799,999.97 euros to 59 local entities to promote local technological revitalization services during the 2026 financial year, further authorizing their advance payment without the need to provide a guarantee. The resolution, signed on August 31, 2026, is published in the Official Gazette of the Principality of Asturias (BOPA) number 174, dated September 9, 2026, with the reference code 2026-07340.
The call for applications is framed within the regulatory bases approved by the Resolution of August 13, 2021, of the then Regional Ministry of Science, Innovation and University (BOPA of 08/25/2021), modified in 2022, and in the public call approved by the Resolution of May 5, 2026. The Government Council authorized the expenditure on April 20, 2026, charged to the budgetary application 14.02.521A.465002 of the General Budgets of the Principality for 2026.
Beneficiaries and amounts
The grants are awarded on a competitive basis following the assessment of the Evaluation Commission, which met on August 6, 2026. Among the beneficiaries are dozens of city councils from across the Asturian geography, with amounts ranging between 22,057.92 and 32,736.66 euros, in addition to two associations of municipalities with higher amounts:
- Mancomunidad Comarca de la Sidra: €93,670.17
- Mancomunidad Grado, Yernes y Tameza: €62,736.66
- Cudillero: €32,736.66
- Aller: €31,803.15
- Boal, Cabrales, Candamo, Cangas del Narcea, Carreño, Caso, Coaña, Corvera, El Franco, Grandas de Salime, Ponga, Proaza, Quirós, Ribera de Arriba, San Martín de Oscos, San Martín del Rey Aurelio, Santo Adriano, Soto del Barco, Villanueva de Oscos and Villayón: €30,869.64 each
Advance payment and justification
In accordance with the fourteenth annex of the call, the advance payment of the subsidies is authorized without the need to provide any guarantee, under the terms of article 12.4 of Decree 71/1992, of October 29, which regulates the General Regime for the Granting of Subsidies in the Principality of Asturias. The beneficiary entities must justify the expenditure before March 31, 2027, accrediting the effective execution of the expenditure corresponding to the period between January 1 and December 31, 2026.
The justification must be submitted electronically through the electronic office of the Principality (service file AYUD0317T02), by means of a justification account that will include a descriptive report, an economic report with a list of expenses, a report from the Comptroller’s Office, and certification from the Secretariat of the local entity regarding compliance with the obligations in the local technological revitalization services.
Relevance for municipalities
The resolution represents a direct boost to the digitalization of Asturian municipalities, many of which are small and located in rural areas, by financing the provision of local technological revitalization services that bring electronic administration and innovation closer to the citizens. The resolution exhausts the administrative route; a contentious-administrative appeal may be filed before the High Court of Justice of Asturias within two months of its publication.
