Asturias authorizes the start of the Alfonso X El Sabio university center

The Department of Science, Industry and Employment of the Principality of Asturias has authorized the commencement of activities of the Alfonso X El Sabio University Center Asturias, affiliated with the Alfonso X El Sabio University, with teaching beginning in the 2026/2027 academic year. The decision is formalized in the Resolution of October 6, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) no. 196, of October 9, 2026, within section I. Principality of Asturias, Other Provisions (Code 2026-08255). The center is identified with RUCT code 33024654 and its affiliated university with RUCT code 047.

Regulatory framework of the authorization

The resolution is based on Royal Decree 640/2021, of July 27, which establishes the basic conditions and requirements for the affiliation and operation of teaching centers affiliated with universities, and on Organic Law 2/2023, of March 22, of the University System. At the regional level, chapter VI of Decree 90/2009, of July 29, on Official University Education and Centers in the Principality of Asturias, establishes in article 21.3 that, once the affiliation is approved, the start of activity requires express authorization from the department competent in university education, by means of a resolution published in the BOPA.

The immediate precedent is Decree 110/2025, of October 14, published in the BOPA on October 21, 2025, which authorized the affiliation of the center to the Alfonso X El Sabio University. That decree set a period of two years from its publication to request the start of activities, under penalty of revocation of the affiliation.

Four degrees valid throughout the national territory

The authorization extends to the teaching of the following programs leading to official degrees:

• Bachelor’s Degree in Nursing from the Alfonso X El Sabio University (RUCT code 2501227).
• Bachelor’s Degree in Medicine from the Alfonso X El Sabio University (RUCT code 2501322).
• University Master’s Degree in Health Management and Administration from the Alfonso X El Sabio University (RUCT code 4317723).
• University Master’s Degree in Adult Urgencies and Emergencies for Nursing Professionals from the Alfonso X El Sabio University (RUCT code 4315349).

Headquarters in Buenavista and prior procedures

The center will be located on floor -3 of the Buenavista Real Estate Complex (Calatrava Building), at Arturo Álvarez Buylla street, 5, 33005, Oviedo. Decree 110/2025 conditioned the start of teaching activity on the accreditation of the completion of the building works, and the center assumes the responsibility of obtaining whatever licenses, permits, or authorizations are mandatory for its operation.

The processing lasted for several months. The authorization request was submitted on May 14, 2026, under entry records ENT20260582440 and ENT20260582445, and was completed with documentation submitted on the following dates:

• July 8, 2026: record ENT20260790565.
• July 24, 2026: record ENT20260847548.
• September 28, 2026: records ENT20261098637 and ENT20261105142.
• September 29, 2026: record ENT20261110512.

Previously, on April 29, 2026, a communication regarding the documentation to be submitted concerning infrastructure and facilities had been notified to the promoting entity. The General Directorate of Universities verified the commitments of teaching and research staff, infrastructure requirements, the development plan for university programming, and the documentation of the study plans, and concluded that the center meets the applicable requirements.

Administrative route and appeals

The resolution, signed in Oviedo on October 6, 2026, by Counselor Borja Sánchez García, exhausts the administrative route. An administrative-law appeal may be filed against it before the Administrative Chamber of the High Court of Justice of Asturias within two months from the day following its publication, or an optional appeal for reversal before the same body within one month; both cannot be pursued simultaneously.

The authorization unlocks the effective implementation of private university studies in Asturias and expands the offer of health degrees in the region, with Nursing and Medicine among the enabled programs. The start is linked to the 2026/2027 academic year and the accreditation of the completion of the works at the Oviedo headquarters, therefore, the fulfillment of this requirement will determine the actual launch of teaching activities.
