Asturias abre la convocatoria de 800.000 euros para programas sociales del 0,7%

The Department of Social Rights and Welfare of the Principality of Asturias has announced grants for a maximum amount of 800,000 euros for general interest programs aimed at the distribution of food among people in situations or at risk of social exclusion. The call is published via an extract of the Resolution of October 27, 2026, in the Official Gazette of the Principality of Asturias (BOPA) No. 214, of November 5, 2026, with the official reference 2026-08996. Interested entities have one month to submit their applications.

Funding charged to the 0.7% of IRPF

The programs are funded through the tax allocations of 0.7% of the Personal Income Tax (IRPF) and the Corporate Tax, for the execution during 2026 of actions providing food and basic material assistance. The call is framed within the scope of action D-Social insertion and active inclusion of especially vulnerable populations, and more specifically within subprogram 1.2 of general food distribution programs.

The regulatory bases are the Resolution of November 29, 2022, of the Department of Social Rights and Welfare, which approved the bases for the granting of subsidies under a competitive process for general interest programs for social purposes, published in BOPA No. 232, of December 2. The extract is also disseminated through the National Grants Database, with identification BDNS 938605.

Recipients and purpose of the aid

The following may apply for the aid:

  • The Red Cross.
  • Entities defined in Article 2 of Law 43/2015, of October 9, on the Third Sector of Social Action, provided they meet the requirements of the second base of the regulatory bases.

The funded objective is the acquisition and storage of food for subsequent distribution, through a non-profit entity, to people in situations or at risk of social exclusion who cannot cover their basic nutritional needs.

Calculation of the amount and electronic processing

The individual amount is not fixed in advance: once the admitted projects have been scored according to the evaluation criteria, a proportionality percentage of the maximum possible score (which corresponds to 210 points) is assigned to each score. That percentage is applied to the requested amount to determine the theoretical amount; if the result exceeds the credit of a line, the allocation is reduced proportionally among the projects in that line.

Applications must be submitted electronically through the Principality of Asturias e-office —service file locatable with code AYUD0235T03— and shall be addressed to the Social Services Inclusion and Basic Benefits Service of the General Directorate for the Management of Social Rights, with code DIR A03045377. There is a specific form for each area of operation.

The submission period is one month starting from the day following the publication of the summary, that is, until December 6, 2026. The resolution corresponds to the counselor for Social Rights and Welfare, who must adopt and notify it within a maximum of four months from the day following the closing of the period; once this period has elapsed without an express resolution, the application will be understood as rejected.

Impact for the Asturian third sector

The call arrives in a fiscal year in which the Department has already mobilized the bulk of the general interest programs charged to the 0.7%: the general call published in August, with nine million euros, is aimed at the 2027 programming. This line of 800,000 euros, on the other hand, addresses the 2026 execution and focuses on a basic need such as food; therefore, its allocation conditions the capacity of the Red Cross and other entities of the Social Action Third Sector to maintain food distribution in the coming months.
