Asturias opens public information for a pet crematorium with two incinerators

Asturias abre información pública al crematorio de mascotas con dos hornos

The Regional Ministry of Mobility, Environment and Emergency Management of the Principality of Asturias has opened for public consultation the application for simplified integrated environmental authorization for a funeral services facility and related activities, specifically a domestic animal crematorium, promoted by Crematorio del Principado, S. L. The announcement is published in the Official Gazette of the Principality of Asturias (BOPA) no. 180, dated September 17, 2026, with the official reference Code 2026-07540 and file AAIs-114/25 (AUTO/2025/26888). Any natural or legal person may examine the part of the file subject to public consultation and submit allegations within a period of twenty business days.

The project consists of the incineration of companion animals (pets) in an industrial warehouse that will feature two cremation ovens, with the total treatment capacity of the facility being less than 50 kg/h. The decision to be adopted is a resolution granting the simplified integrated environmental authorization for the facility; the competent body to resolve is the aforementioned Regional Ministry and the processing body is the Environmental Authorizations Service.

The file accumulates several environmental intervention regimes. The activity requires authorization as a potentially atmosphere-polluting activity, provided for in article 13.2 of Law 34/2007, of November 15, on Air Quality and Atmospheric Protection, as it is included among the activities of group C of its annex IV, code 09 09 02 02; in this case, the so-called note number two applies, changing it to a group B. Likewise, by virtue of article 33 of Law 7/2022, of April 8, on waste and contaminated soils for a circular economy, the incineration of dead domestic animals is subject to the authorization regime both for the facility where the waste treatment operations are carried out and for the manager in charge of performing them.

Simplified environmental impact assessment

The project is subject to the simplified environmental impact assessment regime as it is included in annex II, Group 9, Heading b, of Royal Decree 445/2023, of June 13, which modifies annexes I, II and III of Law 21/2013, of December 9, on Environmental Assessment. The heading refers to waste disposal or recovery facilities not included in annex I, except for the disposal or recovery of own non-hazardous waste at the place of production.

The documentation provided by the holder and submitted for public consultation includes:

  • Soil status report.
  • Plans.
  • Technical sheet of the cremulator.
  • Basic project.
  • Non-technical summary.

Deadlines, venue and submission of allegations

In accordance with Article 40 of Law 1/2023, of March 15, the file is submitted for public information. The relevant aspects of the procedure are:

  • Competent body to resolve: Department of Mobility, Environment and Emergency Management.
  • Processing body: Environmental Authorizations Service.
  • Legal nature of the decision: resolution granting the simplified integrated environmental authorization for the installation.
  • Period for allegations: twenty (20) business days starting from the day following the publication of the announcement in the BOPA.

The documentation may be examined during office hours (Monday to Friday, from 9 a.m. to 2 p.m.) at the Environmental Authorizations Service, Antonio Suárez Gutiérrez Street, 2, 1st floor, central-left sector, Oviedo. It may also be consulted on the notice board of the electronic headquarters of the environment portal, in the citizen participation section, subsection of processes with open environmental participation procedures for integrated environmental authorization.

Allegations shall be submitted in the manner provided for in Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, addressed to the Environmental Authorizations Service and referring to file number AAIs-114/25 (AUTO/2025/26888). The announcement is signed in Oviedo, on September 2, 2026, by the Director General for the Environment.

The opening of this procedure allows residents, associations, and any interested party to comment on an installation with atmospheric emissions and waste treatment before the Department issues the resolution authorizing or denying the crematorium, such that the allegations submitted within the deadline become part of the file supporting the final decision.
