Asteo Red Neutra deploys fiber optics along livestock routes in Castilla y León

The operator Asteo Red Neutra, S.L. has initiated the processing of several files to deploy and interconnect fiber optics on public land in Castilla y León, both on livestock routes in the province of Burgos and on rural land in the municipalities of Cuéllar (Segovia) and Benavente (Zamora). The three procedures have been submitted for public consultation through announcements published in the Official Gazette of Castilla y León number 165, dated August 26, 2026, so that interested parties may consult the files and submit allegations.

The announcements correspond to official references BOCYL-D-26082026-165-5, BOCYL-D-26082026-165-13, and BOCYL-D-26082026-165-16, and affect the rural connectivity of several towns in the community.

Occupation of livestock routes in Burgos

The Territorial Environment Service of Burgos, under the Department of Environment and Energy, is processing file VP_OC_2026_17 for the private use occupation of public livestock domain for the deployment of fiber optics in the towns of Quintandueñas, Villalbilla, Villariezo, and Villarmero (Burgos), in favor of Asteo Red Neutra, S.L.

The affected livestock routes are:

• Colada de Lodoso
• Colada de Villalón
• Colada del Camino Alto y Camino Viejo
• Colada de la Raya de Villacienzo y Renuncio
• Cordel de Burgos
• Colada del Camino de Prado Val o de Hontanar a Villariezo
• Colada de Burgos a Villarmero

In compliance with Article 14 of Law 3/1995, of March 23, on Livestock Routes, a public consultation period of one month is opened from the day following the publication of the announcement. The file can be consulted at the offices of the Territorial Service, at calle Juan de Padilla 1 and 3 in Burgos, from 9:00 to 14:00 hours, and on the participation website of the Junta de Castilla y León. The announcement is signed by the head of the service, Javier María García López, dated August 19, 2026.

Interconnection on rural land in Cuéllar

The City Council of Cuéllar (Segovia) submits for public consultation file 1126/25, regarding the urban planning license and authorization for exceptional use on rural land for the interconnection of fiber optics between Campo de Cuéllar and Arroyo de Cuéllar, promoted by Asteo Red Neutra, S.L.

The procedure is processed in accordance with Articles 307.3 and 432 of the Urban Planning Regulations of Castilla y León, approved by Decree 22/2004, of January 29. The period for allegations is twenty days from publication, and the file can be consulted at the Municipal Technical Office, at calle Morería 18, and on the electronic headquarters of the council. The public consultation agreement, adopted by the Mayor’s Office on August 21, 2026, is signed by the mayor, Carlos Fraile de Benito.

Connection between Benavente and San Cristóbal de Entreviñas

The Benavente City Council (Zamora) has opened a public information period for the authorization of exceptional use of common rural land and rural land with agricultural protection, in order to execute the civil works for the fiber optic interconnection between Benavente and San Cristóbal de Entreviñas.

The project, promoted by Asteo Red Neutra, S.L., affects the plots of polygon 501, plot 9050 (road), and polygon 505, plots 9001 and 9003. The procedure is based on article 307.3 of Decree 22/2004, with a period of twenty days for allegations from the publication in the bulletin and in a provincial dissemination newspaper. The file is available at the Department of Urbanism, at avenida El Ferial 92, and on the municipal website, and the announcement is signed by the acting mayor, Eugenio Blanco Ugidos, dated August 21, 2026.

Impact on rural connectivity

The simultaneous processing of these files reflects the interest of Asteo Red Neutra, S.L. in extending the fiber optic network toward rural centers of the community, taking advantage of public infrastructures such as livestock routes and municipal roads. For residents of towns such as Quintandueñas, Villariezo, Campo de Cuéllar, or San Cristóbal de Entreviñas, the deployment could mean a substantial improvement in high-speed internet access, a key factor in retaining population and economic activity in rural areas.
