AST opens call for free appointment for its IT Project Management Office

The Aragonese Public Entity for Telematic Services (AST) has opened the selection process to fill, via a senior management employment contract, the position of IT Project Director, with RPT number 55689. The call is published in the Official Gazette of Aragon number 184, dated September 22, 2026, by Resolution of September 3, 2026, from the entity’s General Management (official reference BOA20260922004). Interested parties have a period of seven business days to submit their candidacy.
The entity was created by Law 7/2001, of May 31, and is attached to the Department of Finance, Interior and Public Administration in accordance with Decree 127/2026, of July 22, which approves the organic structure of the department. Its statutes, contained in Decree 18/2019, of January 30, provide in article 31.4 that those responsible for strategic units shall be considered management personnel, with autonomy and full responsibility limited only by the criteria of the governing bodies. The senior management employment relationship is governed by Royal Decree 1382/1985, of August 1.
A management position based in Zaragoza or Walqa
The announced vacancy will be filled through the system of free appointment via public call, based on criteria of merit, capacity, and professional suitability, which may be verified in a personal interview. Its characteristics are:
- Designation: IT Project Director.

- Level: A1/28.
- Specific supplement: B.
- Location: Zaragoza / Walqa.
A bachelor’s degree, engineering degree, or graduate degree is required, with validation or accreditation of equivalence in the case of degrees obtained abroad. Among the valuable merits are an official degree in Computer Engineering, Technical Computer Engineering or equivalent, documented specialized training in project management and organizational leadership, and a minimum of 15 years of experience in ICT positions within the Public Administration.
Information systems, SCRUM methodology, and pre-sales
The position will assume, under the superior direction of the general manager, the planning, coordination, direction, and control of the dependent areas, offices, or organic units, as well as the promotion of agility, rationalization, and simplification of procedures in the following matters:
- Development and execution of analysis, implementation, maintenance, and service level management tasks for the information systems of the regional Administration and other public or private organizations.
- Implementation, evolution, and support of commercial software solutions or those originating from other administrations.
- Definition and implementation of agile methodologies and collaborative work best practices, with express mention of the SCRUM methodology.
- Study and preparation of technical bids together with the Business Development management, performing consultancy and support tasks in pre-sales actions.
- Definition, updating, and execution of tasks derived from the Service Catalog or Portfolio.
- Other functions assigned, decentralized, or delegated by the competent bodies of the entity.
Seven business days and electronic processing
The deadline for submitting applications is seven business days starting from the day following the publication of the resolution in the Official Gazette of Aragon. The application is formalized at the electronic office of the Public Administration of the Autonomous Community of Aragon, through procedure number 2198, “Selection processes convened by Aragonesa de Servicios Telemáticos (AST)”, with the reference 01-2026-LD.
The required documentation includes:
- Curriculum vitae with a detailed list of the alleged merits.
- Certification of professional experience issued by the competent body in personnel matters.
- Diplomas accrediting specialized training.
- Social Security work history certificate.
- Document accrediting representation, where applicable.

Hiring, termination, and appeal process
The selected person will be hired as senior management personnel following the publication in the Official Gazette of Aragon of the resolution from the General Management justifying their suitability for the profile. If the causes that originated the need for hiring disappear, the termination will be agreed upon by resolution and in accordance with Royal Decree 1382/1985; when the hired person is a career civil servant with a reserved position, the termination will not entitle them to compensation. Law 53/1984, of December 26, on Incompatibilities; Royal Decree 598/1985, of April 30; and Law 5/2017, of June 1, on Public Integrity and Ethics are applicable.
An administrative appeal (recurso de alzada) may be filed against this resolution, which does not exhaust administrative remedies, before the Councilor of Finance, Interior and Public Administration within one month from the day following its publication, pursuant to articles 121 and 122 of Law 39/2015 and article 64 of Law 5/2021, of June 29. The resolution is signed in Zaragoza, on September 3, 2026, by María Ángeles Rincón Viñegla, Director General of Electronic Administration and Corporate Applications, acting on behalf of the Director/Manager of AST.
The call for applications places AST in the midst of a reorganization of its technological leadership: this is a management position with responsibility over the regional Administration’s information systems and relations with third parties, and the short deadline of seven business days de facto limits the pool of candidates to profiles with documentation already prepared. For the Aragonese ICT sector, the position also serves as a benchmark for the conditions and requirements—15 years of public experience and a degree in computer science—that the entity sets for its management staff.
