As Pontes: exposición pública do plan fronte ao risco de inundacións

The City Council of As Pontes de García Rodríguez is submitting for public exhibition the initial approval of its Municipal Action Plan against the risk of flooding, once approved by the Galician Civil Protection Commission. This is stated in the Official Gazette of the Province of A Coruña (BOP) no. 212, dated Thursday, November 5, 2026, in an announcement from the Urban Planning, Environment, and New Projects Area with official reference 2026/7133. The public information period is twenty days, counted from the publication of the announcement, and during this period, interested parties may examine the document and present any allegations they deem appropriate.

The initial approval took place in a session of the City Council-Plenary on September 15, 2026, as recorded in file 2017/X999/001101. Previously, a provision dated September 7, 2026, ordered the continuation of the administrative processing for the approval of the plan, with the provision to preserve all documents and procedures already incorporated into the file that were not susceptible to substantial alteration. The report from the Secretariat that served as the basis for bringing the matter to the plenary is dated the same day.

Objective: protect people, property, and the environment

The plan was drafted with the aim of achieving maximum protection for people, property, and the environment that could be affected by the consequences of flooding. To this end, the document establishes a hierarchical and functional structure of available means and resources to allow for addressing risk situations or serious emergencies.

The regulation arises from a grant from the Ministry of Environment and Territorial Planning, called for by an order published on May 3, 2016, to finance the development of municipal environmental sustainability strategies. The City Council of As Pontes de García Rodríguez was a beneficiary of these grants, which led to the drafting of the document now on exhibition.

Eight years of processing until approval

The administrative journey of the plan extended for nearly a decade:

  • April 24, 2017: communication from the general sub-director of planning and Civil Protection indicating that the plan had to be approved by the Galician Civil Protection Commission and, subsequently, approved by the City Council Plenary.
  • May 4, 2017: official letter with the submission of the plan in digital format, presented in the registry of the Xunta de Galicia on May 10, 2017.
  • June 15, 2017: transfer of the first report on the documents submitted for approval, with the corrections that needed to be made.
  • June 17, 2025: meeting of the Permanent Technical Commission of the Galician Civil Protection Commission, which approved the homologation unanimously.
  • June 18, 2025: certificate from the secretariat of the Permanent Technical Commission accrediting said agreement.

Twenty days to consult and object

Due to its length, the plan is not reproduced in the announcement: it will be available to interested parties through in-person consultation of file 2017/X999/001101 at the Urban Planning Service of the council, located at Avenida de Castelao number 36, second floor, from 8:00 to 15:00 hours. The announcement was signed in As Pontes on October 30, 2026, by the councilor-delegate of the Area of Urban Planning, Environment and New Projects, Manuel Rodríguez López.

The publication in the provincial bulletin formally opens the participation process: any person or entity with a legitimate interest may review the content of the plan and submit claims within a period of twenty days. Once the allegations are resolved, the text must obtain final approval from the Plenary for its entry into force.
