Arteixo declares the Suevos bar vacant after rejecting the two offers

Por FactBox Admin

Arteixo declara deserto o bar de Suevos tras rexeitar as dúas ofertas

The Arteixo City Council has declared the administrative public domain concession procedure for the operation of the bar-cafeteria of the Suevos Social and Cultural Center void, after neither of the two submitted offers were found to be admissible. The agreement was adopted by the Local Government Board on September 10 and was published by the Official Gazette of the Province of A Coruña (BOP) this Wednesday, October 21, in issue number 201, with the official reference 2026/6736. The result leaves a municipal hospitality service in one of the council’s parishes without an operator.

The tender was processed under file 2026/C006/000004, dependent on the Contracting, Assets, and Heritage area of the Arteixo City Council, which acts as the contracting authority. This is a public domain concession, meaning the assignment of private use of a municipally owned space for an economic activity—in this case, hospitality—with a minimum fee set at 1.00 euro per year, not subject to VAT. The fee could be increased by the bidders.

The announcement includes the identifying data of the contracting authority, which interested parties can use to consult the file or request information:

  • Arteixo City Council, NIF P-1500500B.
  • Address: Praza Alcalde Ramón Dopico 1, 15142 Arteixo (NUTS code ES111).
  • Telephone: 981 659 017. Email: contratacion@arteixo.org.
  • Tender documents available for free and open access at arteixo.org/administracion/contratacion/.

A one-euro annual fee and two CPV codes

The tender set a symbolic starting amount: 1.00 euro per year, excluding VAT, although bidders could offer higher amounts. The procedure was open and had a single award criterion: the economic offer submitted upwards, without evaluating other aspects such as project quality or previous experience.

The procurement classification was carried out through two codes from the European terminology for public contracts:

  • 55330000, cafeteria services.
  • 55410000, bar management services.

The main place of execution is the parish of Suevos, specifically at Rúa Cruceiro number 2, in the municipality of Arteixo, where the social center containing the premises is located.

Two offers, none admissible

The announcement is explicit in the award section: the procedure was declared void “due to a lack of admissible offers.” Two proposals were received, but both were rejected, meaning the committee could not select any awardee to operate the bar-cafeteria.

The formal declaration of the void procedure was the responsibility of the Local Government Board, which adopted the agreement on September 10. The public announcement was signed in Arteixo on October 15 by the delegated councilor for Contracting, Heritage, Tourism, and New Technologies, Patricia Amado Varela, and was published in the BOP six days later.

How to appeal and where to consult

The announcement opens two avenues of appeal for anyone who considers themselves affected by the decision:

  • Ordinary appeal for reversal, before the council itself.
  • Contentious-administrative appeal, via the judicial route.

Information regarding the appeals can be requested at the email address contratacion@arteixo.org, as indicated in the official announcement itself.

The closure of the procedure without an awardee implies that the Arteixo Council must decide in the coming months whether to tender the concession again, revise the terms of the bid, or keep the premises closed. For the residents of Suevos, the result means that the social center continues to be without an operational bar-cafeteria service, in a parish that already lacked an awarded municipal hospitality offer.
