Arteixo approves the strategic subsidy plan for 2027-2029

The Plenary of the Corporation of the Arteixo City Council, in an ordinary session held on Thursday, August 27, 2026, approved the Strategic Grant Plan of the Arteixo City Council for the 2027-2029 period, which organizes the municipal aid lines and programs. The agreement was published in the Official Gazette of the Province of A Coruña number 170, on Monday, September 7, 2026, under announcement number 2026/5756.

The plan, processed under file 2026/X999/000242, was submitted to the Plenary by the Councilor for Economy and Finance, Emilio Maceiras López, following the favorable opinion of the Plenary’s Information Commission on General Affairs, issued on Monday, August 24, 2026. The document includes a favorable legal report from the acting secretary, Eva María Montes Fernández, dated August 20, 2026.

Regulatory framework and background

The plan responds to the mandate of article 8.1 of Law 38/2003, of November 17, General Law on Grants, which requires public administration bodies to specify in advance, in a strategic plan, the objectives, effects, deadlines, foreseeable costs, and funding sources of any grant proposed to be established.

The new instrument replaces the previous plan, approved by the Plenary on February 23, 2023, for the 2023-2025 period and published in the BOP of A Coruña number 44, on March 6, 2023. That plan, which provided for the possibility of an exceptional annual extension, was extended for one year by the Plenary in a session on December 30, 2025, to ensure the continuity of grant activity and to complete the evaluation of the preceding period.

Content and validity of the new plan

The 2027-2029 plan, incorporated into the file with verification code T9FqRsvFa7g9Kj6EyWka, establishes the strategic objectives of the municipal grant policy and organizes the various grant lines and programs. For each one, it identifies:

• specific objectives and recipients
• awarding procedures and execution deadlines
• monitoring indicators
• foreseeable costs and funding sources

The document is programmatic in nature: its approval does not create economic rights or obligations in favor of third parties, and the effectiveness of each line is conditional upon the existence of adequate and sufficient credit in the municipal budgets and the subsequent processing of the awarding procedures.

Publication and execution

The agreement establishes the validity of the plan from January 1, 2027, to December 31, 2029, without prejudice to updates and modifications that may be necessary during its execution. It mandates its publication in the Official Gazette of the Province of A Coruña, on the notice board, on the website, and in the municipal Transparency Portal, as well as in the National Advertising System for Grants and Public Aid.

The agreement will be forwarded to the various grant management centers and to the Municipal Comptroller’s Office for the execution, monitoring, evaluation, and annual updating of the plan.

The approval of this instrument provides continuity and predictability to the promotion policy of the Arteixo City Council, ensuring that public resources destined for grants are allocated according to defined objectives, criteria of efficacy and efficiency, and mechanisms for evaluating results, within a framework of budgetary stability.
