Arroyo de la Luz sets the price of its senior residence spot at 1,548 euros

The City Council of Arroyo de la Luz has definitively approved the fiscal ordinance for the stay and use of services fee of the Virgen de la Luz Elderly Residence, which sets the price for places with economic benefits linked to the service (PEVS) at 1,548.30 euros per month (VAT included) for the year 2026. The announcement is published in the Official Gazette of the Province of Cáceres number 163, dated August 26, 2026, with reference BOP-2026-4034.
As no claims were filed during the public exhibition period, the provisional plenary agreement was automatically elevated to definitive, and its full text is made public in compliance with article 17.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The ordinance is based on articles 133.2 and 142 of the Constitution and article 106 of Law 7/1985, of April 2, regulating the Bases of Local Regime.
Three types of places and their access regime
The residence, owned by the Junta de Extremadura and under municipal management, provides three types of places, each with its own economic regime:
- Public place for dependents, under agreement with the Junta de Extremadura.
- Public place for self-employed, under agreement with the Junta de Extremadura.
- PEVS place for dependent persons with economic benefits linked to the service, which requires a dependency level of III or II.
In the waiting list for PEVS places, priority is given first to the level, with Level III taking priority over II, and within the same level, the oldest application is prioritized. Exceptionally, an applicant without a recognized level may enter if there are vacant places, there are no pending applications with level III or II, they have requested dependency recognition, they present a medical and social report, and they have the approval of the Governing Board; in that case, if the level turns out to be non-existent or I, they must vacate the place within 15 days.
Rates and payment conditions
For public places under agreement, the public price of the directly managed centers of the SEPAD will be paid, according to the rate of the Department of Health and Social Policies of the Junta de Extremadura. Users will contribute a monthly fee equivalent to 75% of their income when it exceeds the reference Minimum Interprofessional Wage, and 65% otherwise, with the exemptions and reductions provided for in current regulations.
For PEVS places, the amount is set at 1,548.30 euros per month (VAT included) for 2026, revisable annually according to the CPI of December of the current year. Payment shall be made within the first five days of the month, and in the month of entry or termination of the contract, it will be charged proportionally to the days of stay. Debts may be claimed through the administrative enforcement procedure.
Validity and appeals
The ordinance shall enter into force on the day of its full publication in the Official Provincial Gazette and shall remain in force until its express modification or repeal. The text is available to interested parties on the city council’s electronic office, and a contentious-administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Extremadura, based in Cáceres, within a period of two months from publication. The announcement appears signed by the mayor-president, Carlos Caro Domínguez, in Arroyo de la Luz, on August 24, 2026.
Setting the fee for PEVS places at 1,548.30 euros per month has a direct impact on users and their families, who must face an amount revisable every year according to the evolution of the CPI. Publication in the official gazette provides legal certainty to the pricing and access regime of a service essential for dependent persons in the municipality.
