Por FactBox Admin

The Arrecife City Council has approved the public domain concession project and the regulatory bases for the private occupation of the public domain through ten traditional stalls during the 2026/2027 Christmas Holidays, with a minimum starting bid of 200.00 euros per stall. The approval was formalized via Mayoral Resolution number 11422/2026, dated October 13, 2026, and the file is now subject to public consultation for fifteen days. The announcement is published in the Official Gazette of the Province of Las Palmas, number 124, dated October 16, 2026, under reference 2.100.831 and file 26104/2026.
A regulated procedure for the occupation of the public domain
The project is processed in accordance with article 87.4 of Royal Decree 1372/1986, of June 13, which approves the Regulation of Assets of Local Entities, which requires the concession project and the regulatory bases, along with the documentation that integrates them, to be submitted for public consultation. The file also incorporates a Technical Valuation Report of the Public Domain, issued for the purposes of article 84.d) of the same regulation.
The documentation will be available for consultation through the electronic office of the Arrecife City Council and in the corresponding municipal offices, under the terms provided in article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
Ten stalls between La Recova and Plaza de Las Palmas
The project comprises ten temporary public domain concessions, distributed across two locations in the municipality:
- Five modules in La Recova Municipal, identified as R-1, R-2, R-3, R-4, and R-5.
- Five modules in the Plaza de Las Palmas, identified as P-1, P-2, P-3, P-4, and P-5.
The concessions are intended for the temporary operation of traditional stalls, with a planned operation period from December 17, 2026, to January 5, 2027.
Minimum rate of 200 euros and ascending auction
The Justifying Economic Report incorporated into the file sets a minimum starting bid of 200.00 euros for each stall for the entire authorized period. The subsequent award will be subject to an ascending auction.
The Technical Valuation Report of the Public Domain, for its part, proposes a valuation of 1,814.31 euros for the portion of the public domain corresponding to each concession, resulting in a total valuation of 18,143.10 euros for the ten planned occupations.
Fifteen days for allegations before the bidding process
The public information period is fifteen days, counted from the day following the publication of the announcement in the Official Gazette of the Province of Las Palmas. During this period, any natural or legal person may examine the file and submit any allegations, observations, or claims they deem appropriate.
Allegations may be submitted through the Electronic Registry of the Arrecife City Council or by any of the means provided for in Article 16.4 of Law 39/2015, of October 1. The announcement specifies that the sole purpose of this procedure is to submit the project and the regulatory bases for public information, and that its publication does not constitute the opening of the period for submitting participation applications nor the call for the auction.
Once the public information period has ended and any submitted allegations have been resolved, the Arrecife City Council will continue the processing of the procedure and carry out the corresponding call for tenders. The announcement is signed by the Mayor-President, Yonathan de León Machín, in Arrecife, on October 13, 2026.
The call is of direct interest to hoteliers, merchants, and artisans of the municipality, who will have ten locations in two of the busiest areas of the Lanzarote capital during the Christmas period. The starting price of 200 euros per stall and the technical valuation of 1,814.31 euros per concession mark the starting point of an ascending auction that will ultimately determine how much the council will earn from the temporary occupation of these spaces.
