Arrecife approves the cycling mobility ordinance and its bicycle system

The Plenary of the Arrecife City Council, in an extraordinary session held on September 14, 2026, agreed to the initial approval of the municipality’s Cycling Mobility and Public Bicycle System Ordinance, under the terms of the modified project incorporated into file number 1410/2026. The agreement is published in the Official Gazette of the Province of Las Palmas number 111, dated September 16, 2026, page 16157.
The new regulation, promoted by the Mayor-President Yonathan de León Machín, will regulate the use of bicycles in the municipality and lay the foundations for the future public bike-sharing service. With this, Arrecife provides itself with its own regulatory framework to organize cycling mobility and promote sustainable transport in the capital of Lanzarote.
Processing and period for allegations
The agreement subjects the file and the text of the ordinance to public information and a hearing for interested parties for a minimum period of thirty days, counting from the day following the publication of the corresponding announcement. During this period, claims and suggestions may be submitted, in accordance with Article 49 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.
- Public information period: 30 days from the publication of the announcement.
- Recipients: interested parties and the general public.
- Purpose: submission of claims and suggestions regarding the text.
Final approval
The processing provides for two scenarios depending on whether allegations are submitted:
- If no claims or suggestions are submitted, the initial approval agreement will be understood as definitively adopted, without the need for a new plenary agreement, in accordance with Article 49.c) of Law 7/1985.
- If allegations are submitted, they will be resolved and the file will be submitted again to the Plenary of the Corporation for the final approval of the ordinance.
Once definitively approved, the City Council will proceed to the full publication of the text and the completion of the remaining legally required procedures for its entry into force. The complete documentation of the file can be consulted through the electronic office of the Arrecife City Council.
Scope of the regulation
The ordinance constitutes the instrument that will regulate the use of bicycles in the municipality and the operation of the future public bicycle system, a service that the council plans to implement to offer a sustainable urban mobility alternative. The initial approval represents the first formal step of a process that, in the absence of allegations, could culminate with the entry into force of the regulation in the coming weeks.
For the citizens of Arrecife, the ordinance represents a step forward toward a more accessible and environmentally friendly city model, while opening a period of public participation in which residents and groups can provide suggestions before the regulation is definitively approved.
