Arratzua-Ubarrundia opens a call for a secretary-interventionist candidate pool via competitive examination

The Arratzua-Ubarrundia City Council has approved the call and the regulatory bases for a selection process, via a competitive examination system (concurso-oposición), to establish a temporary job bank intended for the provision, through interim appointment, of the secretary-treasurer position. The resolution, signed on July 23, 2026, by Mayor Blanca Antepara Uribe, is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 100, dated September 2, 2026, with official reference 2026-02301.
The job bank is created to ensure the immediate coverage of the position in cases of illness, absence, vacations, leaves, or other causes affecting the holder, as well as when the position becomes vacant. The call is supported by Article 10 of the revised text of the Basic Statute of Public Employees Law (Royal Legislative Decree 5/2015), Article 53 of Royal Decree 128/2018, which regulates the legal regime of Local Administration officials with national qualification, and Article 77 of Law 11/2022, of December 1, on Basque Public Employment.
Position Characteristics
The position to be filled belongs to the national qualification scale, secretary-treasurer subscale, 3rd class, group A1, with destination supplement 26, linguistic profile 3 (without a mandatory date) and a full-time dedication regime. A university degree or equivalent is required.

Career officials of the Local Administration scale with national qualification, regardless of their subscale or administrative status, may not participate in the process.
Selection Process and Applications
Applications, according to the model in Annex I, shall be addressed to the mayor within ten business days from the publication in the BOTHA, and may be submitted in person at the municipal registry (C/ Uribea, 12, 01520 Durana) or through the city council’s electronic office.
The process consists of an eliminatory examination phase and a merit-based competition phase:
- Examination: a questionnaire of 30 questions (plus 5 reserve questions), with four alternative answers, in a maximum of 90 minutes; each correct answer adds 0.50 points and each error deducts 0.10, with a minimum of 5 points required to pass.
- Competition: evaluation of previous exercises passed in the subscale (up to 3 points), experience (up to 3 points), qualifications (up to 3 points), courses and master’s degrees (up to 1 point), and linguistic profile (from 2 to 5 points).
The competitive examination will be held within a maximum period of three months from the publication of the call, with a minimum of 30 business days’ notice.
Management and validity of the pool
The pool will be valid for 36 months from its approval and will be managed by the city council in order of score. Members may be in a status of available, working, temporary leave, permanent leave, or unreachable, and the call-up will be made according to the order of the selection process, with a period of 24 hours to accept the offer.
In application of Article 77 of Law 11/2022, the pool may be made available to the local entities of the Historical Territory of Álava that request it, provided that the number of available candidates does not compromise the needs of the city council itself for six months. The requesting entities must respect the order of the list and propose the interim appointment before the Provincial Council of Álava.
The call represents a job opportunity for civil servants of subgroup A1 with national qualification interested in the secretary-intervention, and reinforces the collaboration between Alavese local administrations to streamline the provision of a key position in municipal management.
