Armin Hodžić izabran za potpredsjednika Sabora odlukom objavljenom u Narodnim novinama

The Croatian Parliament elected Armin Hodžić as Deputy Speaker of the Croatian Parliament at the session held on October 21, 2026, and the decision was published in Narodne novine no. 121 of October 23, 2026, under number 1434, with class 021-04/26-02/2. This is the first act in the content of that issue of the official gazette, printed on pages 1 and 2. The decision was signed by the Speaker of Parliament Gordan Jandroković.

Legal Basis and Entry into Force

The decision is based on Article 81 of the Constitution of the Republic of Croatia and Article 32 of the Rules of Procedure of the Croatian Parliament. It was adopted at the parliamentary session held on October 21, 2026, and according to point II of the ruling, it enters into force on the day of its adoption, thus on the same day it was voted for.

The ruling is brief and contains only two points: the appointment and the entry into force. Unlike the decisions on dismissals and elections to parliamentary committees from the same issue, which explicitly state in the final point that they will be published in Narodne novine, Decision 1434 has no special provision regarding publication.

Independent Representative in the Parliamentary Leadership

The status of Armin Hodžić in the parliamentary documents from the same issue is explicitly defined: in Decision 1441 on the allocation of funds for the work of political parties and independent representatives, he is listed as “Armin Hodžić (independent representative)”. This is the only designation of his representative status in the published acts.

The same decision shows the framework of the parliamentary composition and funding in the last quarter of 2026:

  • total funds for the work of political parties and independent representatives from October 1 to December 31, 2026, amount to 3,278,487.25 euros;
  • Armin Hodžić, as an independent representative, is entitled to 21,042.92 euros, the same amount received by other individual independent representatives;
  • the largest single item belongs to the Croatian Democratic Union with 1,209,968.02 euros (41 male and 15 female representatives), followed by the Social Democratic Party of Croatia with 814,361.08 euros (20 male and 17 female representatives);
  • the distribution lists a total of 151 representative seats, including 14 individual independent representatives and minority parties.

Personnel Changes at the Same Session

The election of the Deputy Speaker was not the only personnel decision of the session on October 21, 2026. Three decisions on dismissals and elections to parliamentary committees were also published in the same issue of Narodne novine:

  • By Decision 1435, the Chairman of the Committee on Justice, Nikola Grmoja, was dismissed, and Zvonimir Troskot was elected as Chairman (class 021-04/26-03/35);
  • By Decision 1436, the member of the Committee for Environmental and Nature Protection, Mario Milinković, was dismissed, and Miroslav Marković was elected (class 021-04/26-03/36);
  • By Decision 1437, the member of the Committee on Agriculture, Sandra Benčić, was dismissed, and Jelena Miloš was elected (class 021-04/26-03/37).

All three decisions were made at the same session and enter into force on the day of adoption, with an explicit provision for publication in the official gazette.

What the election means for the distribution of functions

The entry of an independent representative into the leadership of the Parliament changes the composition of the body that, along with the Speaker, leads the sessions and coordinates the work of the parliamentary committees. Decision 1434 does not state which specific tasks Armin Hodžić will perform as Vice-Speaker, nor is there a published decision in this edition regarding the dismissal of any of the previous Vice-Speakers.

It is crucial for readers that this is an act in force since October 21, 2026, and that it was published in Narodne novine no. 121 of October 23, 2026, volume CLXXXVIII, with the international standard serial number ISSN 0027-7932. The distribution of parliamentary functions has thus gained a new person in the highest body of legislative power, and the effects will be visible in the work of sessions and committees in the coming weeks.
