Arjonilla delegates the tender for the sanitation of two streets to the Mayor's Office

The Arjonilla City Council (Jaén) has agreed to delegate to the Mayor’s Office the full processing of the bidding file for the contracting of repair and improvement works for the sanitation system in Carrera de San Roque and CL Las Vicentas. The decision was adopted by the Plenary in an ordinary session held on September 11, 2026, and is published in the Official Gazette of the Province of Jaén, number 180, dated September 16, 2026, page 13724, under reference 2026/4293.

An agreement to streamline the procedure

The delegation is based on the provisions of sections 2 and 4 of Article 22 of Law 7/1985, of April 2, Regulating the Bases of Local Regime. The stated objective is to achieve greater speed and efficiency in the procedure and in the processing of the bidding file, which is subject to deadlines.

The announcement is signed by the Mayor-President, Luis Miguel Carmona Maroto, who makes the agreement known for the appropriate purposes of its publication in the provincial gazette, in accordance with the provisions of Article 9.3 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector.

Object of the work

The action affects two roads in the municipality, considered to be of neighborhood interest:

• Carrera de San Roque, where repair and improvement works for the sanitation network are planned.
• CL Las Vicentas, included in the same contracting file.

The work is part of the municipal policy for the maintenance and modernization of the sanitation infrastructure of the urban center of Arjonilla.

Appeals against the resolution

The resolution, which ends the administrative route, allows for two avenues of challenge:

• Optional appeal for reversal (recurso de reposición) before the body that issued the act, within one month from the day following the notification, pursuant to Articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure.
• Contentious-administrative appeal, at the choice of the interested party, before the Contentious-Administrative Section of the Court of First Instance of their domicile or that of the City Council’s district, within two months, according to Article 46 of Law 29/1998, of July 13, on Contentious-Administrative Jurisdiction.

If the appeal for reversal is chosen, the contentious-administrative appeal cannot be filed until the former is expressly resolved or is dismissed by administrative silence.

Relevance for the residents

The delegation of powers to the Mayor’s Office allows for the acceleration of the processing of a project that will improve the sanitation network in two streets of the municipality, an essential service for the quality of life of the residents of Arjonilla. With this decision, the Council seeks to avoid delays in a file subject to deadlines and ensure that the contracting of the works is resolved with the greatest possible efficiency.
