Arjona summons prior proceedings to expropriate estates for power line

The Territorial Delegation of Economy, Finance, European Funds and of Industry, Energy and Mines in Jaén has called for the drawing up of records prior to the occupation of assets and rights affected by the project to install a new medium-voltage line for the closure of the “Lopera” line, in the municipality of Arjona (Jaén). The act will be held on September 21, 2026, in the meeting room of the Arjona City Council, according to the announcement published in the Official Gazette of the Province of Jaén number 168, dated August 31, 2026 (reference 2026/3312).

The call is part of file AT-44/2024 and responds to the declaration of public utility of the project, granted by resolution of the Territorial Delegation on April 23, 2026, published in the BOE number 112, dated May 8, 2026, in favor of the company E-DISTRIBUCIÓN Redes Digitales S.L. Unipersonal (NIF B82846817), which assumes the status of beneficiary entity.

Legal framework of the expropriation

The declaration of public utility implies the need for occupation of assets and urgent occupation, in accordance with Article 56 of Law 24/2013, of December 26, on the Electricity Sector, and Article 149 of Royal Decree 1955/2000, of December 1. The procedure is processed according to Article 52 of the Compulsory Expropriation Law of December 16, 1954, and Articles 56 and following of its Regulation, approved by Decree of April 26, 1957.

The project consists of a new medium-voltage line for the closure of the “Lopera” line between supports A751797 and A748291, in the areas of Arroyo Alamillo, Santiago, and Alamedilla. The announcement is published in the BOE, the BOP of Jaén, and the newspapers IDEAL and DIARIO JAÉN, as well as on the notice board of the Arjona City Council, for the purpose of notifying unknown interested parties or those with an unknown address.

Affected owners and properties

The list attached to the announcement includes the affected properties, all located in polygon 12 of the municipality of Arjona, with their flight surface, supports, and record-taking schedule:

• Cañadas Laguna Pedro y Juan CB (property 1): plot 146, 211.97 m of flight, support 1, appointment at 09:00.
• Juan Giménez Cañadas (property 3): plot 61, 823.91 m of flight, supports 2-3-4-5-6, appointment at 09:25.
• Jacinta María Moral Zafra (property 4): plot 60, 680.73 m of flight, supports 7-8-9-10, appointment at 09:55.
• Alberto Tomás Ruano Fajardo (property 7): plot 102, appointment at 10:25.
• Agrícola Cárdenas Écija SL (property 8): plot 78, 388.16 m of flight, supports 11-12, appointment at 10:40.
• Heirs of María Dolores Montoro Del Río (properties 9, 11, and 12): plots 75, 70, and 71, appointments at 11:05.
• María Amparo Montoro Masa (property 10): plot 74, support 13, appointment at 11:40.

Documentation and appearance

Interested parties must appear in person or be represented by a duly authorized person, accompanied by the tenant if applicable, and provide documentation proving ownership: the title deed or a simple registry note, along with the most recent receipt of the Property Tax (IBI). They may be accompanied by an expert and a notary, with expenses at their own cost. In the event of death, the will or declaration of heirs, acceptance of inheritance, and forms 650 and 660 for the settlement of Inheritance and Gift Taxes must be provided.

Failure to appear will not prevent the drafting of the records, and if the fair price is not received, it will be deposited in the General Deposit Fund of the Department. The announcement is signed by the territorial delegate, Javier Calvente Gallego, in Jaén, on July 1, 2026.

Relevance for residents

The call directly affects a dozen owners in Arjona whose estates are located along the route of the new medium-voltage line, a mandatory preliminary step for the execution of an electrical infrastructure of public interest. Those affected must appear on September 21 with the required documentation to establish the preliminary records and, where applicable, the definitive occupation, in a procedure that guarantees their right to appeal and to receive the corresponding fair price.
