Arico appeals the El Porís electrical substation in court

The Arico City Council has taken to court the administrative authorization of the new El Porís 220/66 kV Substation and its associated power lines, promoted by Red Eléctrica de España, S.A.U. in the municipality of Arico (Tenerife). The contentious-administrative appeal is being processed as ordinary procedure no. 244/2026 before the Contentious-Administrative Chamber, Second Section, based in Santa Cruz de Tenerife.

The Directorate General of Energy of the Government of the Canary Islands has published in the Official Gazette of the Canary Islands the Agreement of August 5, 2026, by which it forwards the file to the Chamber and summons all those appearing as interested parties to appear within nine days.

The object of the appeal

The litigation is directed against the Resolution of the Directorate General of Energy no. 824/2026, of May 20, which grants the administrative authorization for three high-voltage electrical installations in the municipality of Arico:

  • New El Porís 220/66 kV Substation, file SE15/013.
  • 66 kV D/C Arico 2-El Porís underground lines and reconfiguration of Arico 2-Tagoro and Arico 2-Candelaria circuits at the El Porís 66 kV substation, file SE15/014.
  • 220 kV D/C overhead-underground line E/S in El Porís of the Candelaria-Granadilla Line, file SE15/015.

According to the announcement, the installations are being executed in compliance with a final judgment and following the processing of an ordinary environmental impact assessment.

The summons to interested parties

In accordance with articles 48 and 49 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction, the Agreement establishes two measures:

  • To forward to the Chamber the administrative file relating to ordinary procedure no. 244/2026.
  • To publish the Agreement in the Official Gazette of the Canary Islands so that all possible interested parties may appear before the Chamber within nine days from the day following its publication.

The Agreement, dated in Santa Cruz de Tenerife on August 5, 2026, is signed by the Director General of Energy, Alberto Hernández Suárez.

Relevance for the municipality

The municipal challenge opens a new judicial phase regarding a large-scale electrical infrastructure in the south of Tenerife, which affects the 220 and 66 kV transmission network between the substations of Arico, Tagoro, Candelaria, and Granadilla. The resolution of the procedure will determine whether the authorization granted to Red Eléctrica de España is maintained or annulled, with direct consequences for the urban planning and the environment of the municipality of Arico.
