Arequipa calls on private sector to finance the Criminalistics Office

The Regional Government of Arequipa called upon private companies interested in financing and executing the Criminalistics Office of the XI Territorial Police Directorate - Arequipa, with a referential agreement amount of S/ 32,756,652.76. The call was published in the Official Gazette of El Peruano on Monday, October 5, 2026, through Selection Process No. 039-2026-OXI-GRA/Law 29230, within the framework of Law No. 29230.

The process is governed by Law No. 29230, which promotes regional and local public investment with private sector participation, and by its regulation approved via Supreme Decree No. 038-2026-EF. The convening entity is the Regional Government of Arequipa, acting through its Special Committee and addressed to the Regional Management of Private Investment Promotion. The document is signed by the regional governor Rohel Sánchez Sánchez.

The project corresponds to code CUI 2160780 and is titled “Improvement and expansion of the Criminalistics Office of the XI Territorial Police Directorate - Arequipa”. The referential amount of the investment agreement totals S/ 32,756,652.76 and comprises two components: works execution for S/ 31,740,309.09 and supervision financing for S/ 1,016,343.67. The planned execution period is 210 calendar days.

• Inquiries and observations to the terms: October 9 to 12, 2026.
• Resolution of inquiries and observations: October 13 to 16, 2026.
• Integration and publication of terms: October 19, 2026.
• Submission of proposals (envelopes No. 1, 2, and 3): October 28, 2026.
• Evaluation and qualification of proposals: October 29 to November 3, 2026.
• Results and awarding of the contract: November 4, 2026.
• Consent of the contract award: November 16, 2026.
• Requirements to finalize the agreement: November 17 to 30, 2026.
• Signing of the investment agreement: December 7, 2026.

Works supervision called in parallel

Along with the call for the financing company, the Regional Government of Arequipa published Selection Process No. 040-2026-OXI-GRA/Law 29230, the fourth call for the private supervisory entity, for the supervision of the execution of the same work. The referential cost of that supervision is S/ 1,016,343.67, a figure that coincides with the supervision component included in the investment agreement of process 039.

Documentation for expressions of interest, inquiries, observations, and submission of proposals must be addressed to the Special Committee, for the attention of the Regional Management of Private Investment Promotion, and delivered via the filing office at Av. Unión N° 200, Urb. César Vallejo, district of Paucarpata, Arequipa, Monday to Friday between 7:30 and 15:30 hours. The call for bids opens private investment for a key police infrastructure project for Arequipa: the new Criminalistics Office of the XI Territorial Police Directorate, for which S/ 32.7 million will be executed through the works-for-taxes mechanism.
