Arcos submits the draft of its urban development plan for public consultation.

The Plenary of the Arcos de la Frontera City Council, in an extraordinary and urgent session held on June 9, 2026, approved the Draft of the General Municipal Planning Plan (PGOM) and agreed to submit it to public participation for 45 business days. The announcement, which opens the period for consulting the documentation and submitting allegations, is published in Official Bulletin of the Province of Cádiz number 155, dated August 13, 2026, with reference No. 256.354.

The PGOM draft is the first major milestone in the urban planning of Arcos de la Frontera: it establishes the territorial model, land classification and the general planning criteria that will guide the municipality’s development over the coming years. The agreement is adopted in accordance with Law 7/2021, of December 1, on the Impulse for the Sustainability of the Territory of Andalusia (LISTA) and with Decree 550/2022, of November 29, which approves the General Regulation of the LISTA (RGLISTA). The procedure conforms, in particular, to Articles 77 of the LISTA and 101 of the RGLISTA, which regulate the preparation of the draft and its exposure to public information before the initial approval of the plan.

45 business days to decide the city model

The documentation may be consulted for 45 business days counted from the day after its publication on the Transparency Portal and on the Municipal Notice Board, in the Official Bulletin of the Province of Cádiz, on the municipal website and in one of the newspapers with the largest provincial circulation. During this period, any natural or legal person may examine the file and submit the suggestions, observations or proposals they deem appropriate in relation to the territorial model and the general planning criteria included in the draft.

In-person consultation may be carried out at the offices of the Municipal Urban Planning Service, located at Avenida Narciso Monturiol, 41, in the El Peral industrial estate, from 9:00 a.m. to 1:00 p.m.. The channels enabled for the publicity of the draft are:

• Transparency Portal and Municipal Notice Board.
• Official Bulletin of the Province of Cádiz.
• Municipal website.
• One of the newspapers with the largest provincial circulation.

Seven volumes, a single document

The documentation submitted for consultation includes, among other documents, seven volumes that develop the information, diagnosis and planning proposal:

• Volume I. Information Report.
• Volume II. Diagnosis.
• Volume III. Planning Report.
• Volume IV. Participation Report.
• Volume V. Information and Diagnosis Maps.
• Volume VI. Planning Maps.
• Volume VII. Executive Summary.

The agreement was adopted by the municipal Plenary in the extraordinary and urgent session of June 9, 2026, and the announcement, signed in Arcos de la Frontera on July 31, 2026 by the mayor, Miguel Rodríguez Rodríguez, is published for general information.

What comes next

The preliminary draft is not yet the definitive plan: after this participation phase will come the initial approval, a new public information period, and the provisional and definitive approvals of the PGOM. What is being decided now is the roadmap, because the allegations and proposals submitted within this period must be analyzed and responded to before the document advances in its processing.

For the residents of Arcos de la Frontera, this consultation is the opportunity to directly influence the model of city and land that will govern the municipality over the coming decades, from housing and facilities to productive and natural spaces. Those who do not participate in this phase will see their margin to influence the outcome reduced, since the LISTA reserves a central role for citizens in defining planning: in short, the preliminary draft submitted for consultation is the first document that decides how Arcos will grow in the coming years.
