Archena approves extraordinary credit for the Summer Cinema

Archena aprueba crédito extraordinario para el Cine de Verano

The Archena City Council has finalized budget modification file no. 18/2026, which includes an extraordinary credit of 1,622,102.41 euros for the comprehensive intervention of the “Cine de Verano” (Summer Cinema). The final approval is published in the Official Gazette of the Region of Murcia (BORM) number 212, dated September 14, 2026, with official reference A-140926-4379 and file number 3485/2026.

The agreement, adopted by the Municipal Plenary in the session of July 29, 2026, was presented to the public via an announcement in the BORM on August 7, 2026. As no objections were submitted during the exhibition period, the initial approval agreement has been automatically elevated to final status, in accordance with Article 169, by referral of 179, of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.

The largest municipal investment of the edition

The extraordinary credit is entirely allocated to the cultural equipment and museums budget line, under the comprehensive intervention “Cine de Verano,” which goes from zero euros allocated to a total of 1,622,102.41 euros. This is the largest municipal investment included in this budget modification.

The operation is completed with a credit supplement of 200,000 euros for the amortization of long-term public debt loans. In total, the modification amounts to 1,822,102.41 euros, financed entirely by the liquid treasury surplus.

Financing with treasury surplus

The financing is structured through the income concept 87000 (Liquid treasury surplus), for an amount of 1,822,102.41 euros. The financial balance data supporting the operation are as follows:

  • 2025 RTGG (General Treasury Liquid Surplus): 3,928,358.08 euros.
  • Financing capacity: 2,549,978.12 euros.
  • RTGG available after modification: 727,875.71 euros.

Since the amount of the treasury surplus for general expenses exceeds the financing capacity limit, the latter is applied as the cap, leaving the RTGG situation at 727,875.71 euros available.

Appeals and signature

Against this agreement, interested parties may directly file a contentious-administrative appeal in the form and within the time limits established in Article 46 of Law 29/1998, of July 13, regulating said jurisdiction. The filing of the appeal shall not, by itself, suspend the effectiveness of the contested act, according to Article 171.3 of the Recast Text of the Law Regulating Local Treasuries.

The edict is signed on September 4, 2026, by the Mayor-President, Patricia Fernández López.

The comprehensive intervention of the “Cine de Verano” represents a milestone for the cultural heritage of Archena, turning this facility into the municipality’s primary investment priority for the 2026 fiscal year. Financing through treasury surplus allows the work to be undertaken without resorting to new debt, maintaining the City Council’s financial capacity within legal limits.
