Araparda challenges livestock rearing subsidies before the High Court of Justice of Cantabria
Por FactBox Admin

The General Directorate of Livestock of the Government of Cantabria has summoned all beneficiaries of the de minimis grants for the rearing of purebred breeds to appear in judicial proceeding 224/2026 of the Contentious-Administrative Chamber of the High Court of Justice of Cantabria. The summons derives from the contentious-administrative appeal filed by the Association of Breeders of the Parda de Montaña Bovine Breed (ARAPARDA) against Decree 39/2026, of June 4, which regulates these subsidies. The announcement is published in the Official Gazette of Cantabria (BOC) no. 212, of November 4, 2026, page 56417, with official reference CVE-2026-8558, and was signed in Santander, on October 26, 2026, by the Director General of Livestock, Alfredo Álvarez Ruiz.
The framework of the dispute is Decree 39/2026, of June 4, published in BOC no. 111, of June 11, 2026, which regulates the direct granting of de minimis aid intended to support the rearing of purebred bovine, equine, and ovine animals in Cantabria. The Resolution of October 9, 2026, of the Ministry of Rural Development, Livestock, Fisheries, and Food, published in BOC no. 203, of October 22, 2026 (page 54450, CVE-2026-8214), which resolved the 2026 call and was signed by Minister María Jesús Susinos Tarrero, was based on that regulation.
The terms of the summons
The announcement is issued under Article 49 of Law 29/1998, regulating the Contentious-Administrative Jurisdiction, and is addressed expressly and by name to a specific group: all beneficiaries of the aid published in the Resolution of October 9, 2026. The purpose is to allow those who received the subsidy to appear and formally join the proceedings, should they wish to do so, before the Contentious-Administrative Chamber.
The summons does not by itself suspend the granting resolution nor the challenged regulation; the BOC is limited to communicating the existence of judicial proceeding 224/2026 and opening the path for interested parties to appear.
2.28 million already granted to 1,530 farmers
The resolution, whose base regulation is now being challenged, distributed a total of 2,285,900 euros (two million two hundred eighty-five thousand nine hundred euros) among 1,530 beneficiaries listed in Annex I, a list that begins with María Jesús Sánchez Herrero and ends with Vivian María Alonzo Moir. The expenditure was authorized against budget allocation 05.04.412B.471 of the General Budgets of the Autonomous Community of Cantabria for 2026.
Along with the grants, the resolution denied approximately twenty applications due to failure to comply with the requirements of sections 1, 2, 3, and 4 of Article 3 of the regulatory decree. The individual amounts in Annex I are calculated based on heads registered in the studbooks in 2024 and are grouped into differentiated brackets for bovine and equine on one hand, and ovine on the other.
- Summoned beneficiaries: the 1,530 livestock farmers listed in Annex I of the resolution of October 9, 2026.
- Total amount granted: 2,285,900 euros.
- Deadline to appear: 9 days.
- Judicial body: Contentious-Administrative Chamber of the High Court of Justice (TSJ) of Cantabria.
- Procedure: ordinary 224/2026.
Deadlines and consequences for livestock farmers
The document sets a deadline of 9 days for the interested parties to appear and present themselves “in legal form” before the Chamber. This is, therefore, a procedural hearing step that forces the beneficiaries to decide within a few days whether they wish to intervene in the litigation affecting the decree under which the aid was paid to them.
The appeal does not challenge an individual resolution, but rather the regulation itself that organizes the direct grant: Decree 39/2026, of June 4. Hence, the summons extends to the entire census of recipients and not just a few files.
The relevance for the sector is twofold. On one hand, the 1,530 livestock farmers who have already received the 2026 aid are formally summoned to a procedure that could condition the continuity of the subsidy model. On the other, the outcome of the litigation will determine the framework with which the Ministry of Rural Development, Livestock, Fisheries and Food will call for the next support campaigns for the rearing of purebred bovine, equine, and ovine in Cantabria.
