Aranda de Duero appoints ten permanent administrative assistants

The Aranda de Duero City Council has permanently appointed ten career civil servants from the administrative assistants corps, belonging to the General Administration scale, auxiliary subscale, group C, subgroup C2. The resolution, signed by the delegated councilwoman for Personnel, Belén Esteban Sánchez, is published in the Official Gazette of the Province of Burgos number 174, dated September 14, 2026, with reference BOPBUR-2026-03783.

The appointments follow the proposal from the qualifying tribunal of the selection process, dated May 15, 2026, which resolved to fill the ten positions through a competitive examination and merit system (concurso-oposición). The effective date for acquiring the status of career civil servant is June 1, 2026, the day on which the interested parties are summoned for the act of allegiance to the Constitution and the taking of office in a single act.

The new civil servants and their assignments

The ten candidates passed the selection process and have been assigned to various municipal departments on a permanent basis, equivalent for all purposes to those obtained by competition. The assignments are as follows:

• Cristina Manso Melgosa (DNI *2747*), in Urban Planning (level C.D.16).
• Ioan Andrei Vacar Vacar (DNI *3038*), in Police (level C.D.14).
• Vanesa Montejo Redero (DNI *9829*), in Water Services (level C.D.14).
• Beatriz Santamaría García (DNI *6936*), in Police (level C.D.14).

Legal framework of the appointment

The resolution is issued in accordance with articles 172 and 175 of Royal Decree 2568/1986, of November 28, which approves the Regulations on the Organization, Operation, and Legal Regime of Local Entities. The acquisition of the status of career civil servant is governed by article 62 of Royal Legislative Decree 5/2015, of October 30, of the Basic Statute of Public Employees, and the allocation of positions by article 26 of Royal Decree 364/1995, of March 10, applicable supplementarily to Local Administration.

The file proves that the procedure has complied with all constitutional and legal requirements of equality, publicity, transparency, competition, adequacy, and merit. Competence corresponds to the delegated Councilor for Personnel in accordance with Article 21.3 of Law 7/1985, of April 2, regulating the Bases of Local Government, and the Mayoral resolution of January 29, 2025.

Employment pool of 24 candidates

Along with the appointments, the City Council establishes an employment pool of administrative assistants from the same body and group, ordered by calling position. The first positions on the list are:

• Julio Cano Manso (position 1).
• Sergio Maestro Orcajo (position 2).
• Mónica Simón Manchado (position 3).
• Laura Solís Martínez (position 4).
• María Carmen Gil Ruiz de Arbulo (position 5).

The pool is completed up to position 24, with candidates such as Diana María Gude Echeverría, Mara Rahona Guijarro, or Margarita Martínez Peñacoba, who will remain available for future temporary or interim coverage.

Relevance of the resolution

The resolution, which exhausts the administrative route, reinforces the municipal staff of Aranda de Duero with ten career civil servants in essential services such as Comptroller, Urban Planning, Fire Department, Police, and Water, in addition to the General Secretariat. The establishment of the employment pool also guarantees a talent pool of 24 candidates to swiftly fill future vacancies, representing a significant step toward the stability and reinforcement of municipal public services. An optional appeal for reversal may be filed against the agreement within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Burgos within two months.
